Description
SPECIFICATION FOR SUPPLY AND STOCKPILE STONE AT PAWNEE LAKE INDEX 1. Scope 2. Description of Materials 3. Delivery of Materials 1. SCOPE: The contractor shall supply and stockpile a total of 925 tons of type (B) Rip Rap to Pawnee lake, near Emerald, Nebraska. 2. DESCRIPTION OF MATERIALS: 2.1 Stone: Rip Rap (type B) 2.1.1 General: Whenever stone is specified in this contract, it shall be durable stone approved by the Contracting Officer Representative (COR) and shall conform to all requirements of these specifications. The Contractor shall submit the location of the sources of materials in accordance with paragraph 3. Stone salvaged from any existing federally constructed erosion control or navigation project will not be approved as a source of material. The Contracting Officer reserves the right to inspect the material and the material source, and require additional samples and test of stone material, selected by the Contracting Officer, be submitted to the Contracting Officer for evaluation and approval prior to delivery of any material to the site of the work, except for test purposes. These samples, identified by specific location and specific geologic formation shall be obtained by the Contractor and delivered at his expense to a point designated by the Contracting Officer and tested before placement of the stone protection is expected to begin. The above inspection and sampling may be repeated any time the Contractor changes the location or geological formation from which the material is coming. The contractor shall not be granted an extension of time or extra compensation due to any delay caused by sampling, testing, approval or disapproval of stone material under the requirements of these specifications. 2.1.2 Quality: Tests and service record shall be used to determine the acceptability of the stone material. In addition to meeting the quality requirements listed hereinafter, the material proposed for use shall have a service record of use as stone protection or bedding on similar structures which indicated no excessive spilling, disintegration or other deterioration takes place. All sampling of the stone will be made by or under the supervision of the Contracting Officer. All tests shall be performed by the Contractor. Acceptance testing of field boulders for compliance with the quality requirements specified hereinafter will not be required. Certified test results performed not longer than 12 months prior to delivery to the project together with the name of the owner of the quarry, legal description, and service record shall be submitted to the contracting officer. The stone protection material shall meet the following limits when tested as indicated. 2.1.3 Bulk Specific Gravity: Saturated Surface-dry basis, Method CRD-C 107-69- not less than 2.40. The test method shall be modified as follows: Total sample shall weigh 5,000 grams +2 percent. Individual particles shall weigh approximately 300 grams each. 2.1.4 Soundness in Magnesium Sulfate: ASTM Standard C 88-76, loss at 5 cycles not more than 12 percent. ASTM Standard C 88-76 shall be modified as follows: 2.1.4.1 The sample shall be prepared by breaking it into fragments reasonably uniform in size and shape and weighing approximately 100 grams each. The test sample shall weigh 5,000 grams +2 percent. The sample shall be thoroughly washed and dried previous to test as described for course aggregate. 2.1.4.2 The samples immersed in the solution shall be maintained at a temperature of 80 degrees F. +2 degrees F. for the immersion period. 2.1.4.3 Quantitative Examination: At the end of the fifth cycle, the percentage loss shall be determined by the three following methods. The test report shall show the loss computed by each method; however, only the combined loss shall be used for acceptance or rejection of the material. 2.1.4.3.1 Loss by Breaking: An individual piece which has broken or split into three or more fragments shall be considered to have failed the test, provided each of the three such fragments is at least 10 percent of the original piece by weight. The total original weight of all pieces failing the test, expressed as percentage of the total original weight of the sample, shall be considered as percentage loss by breaking. 2.1.4.3.2 Loss by Crumbling and Flaking: After the loss by breaking has been determined, the pieces that have not failed in that determination shall be screened on the 1/2-inch sieve and the material retained on the sieve shall be weighed for purposes required to determine combined losses. The pieces which have failed by breaking shall then be added to the material remaining on the 1/2-inch sieve and screened. The difference between the total original weight of the sample and the total weight of the material retained on the 1/2-inch sieve expressed as percentage of the total original weight, shall be considered as percentage loss by crumbling and flaking. 2.1.4.3.3 Combined Loss: The difference between the total original weight of the material retained in the 1/2-inch sieve, after screening the pieces which did not fail by breaking, expressed as percentage of the total original weight, shall be considered as percentage combined loss. 2.1.4.3.4 The report for the stone shall show the percentages of loss calculated as described hereinbefore and the number of pieces affected, classified as to number disintegrating, splitting, crumbling, cracking, flaking, etc. 2.1.5 Soundness in Freezing and Thawing-Method for Riprap Rock: Modified AASHTO Designation T 103-78, loss as 12 cycles - not more than 10 percent. The test for freezing and thawing AASHTO Designation T 103-78, Ledge Rock Method, Procedure C, modified as follows: 2.1.5.1 The temperature of the surrounding medium shall be maintained in the range of -20 degrees to -10 degrees F. 2.1.5.2 Length of a freezing and thawing cycle shall be sufficient to totally freeze and totally thaw each piece of the sample during each cycle. The laboratory shall specifically determine for each sample that the cycle used is sufficient to accomplish total freezing and total thawing and shall report this in the test report. However, in no case shall the cycle consist of less than 2-1/2 hours of freezing followed by 1 hour of thawing. The sample shall be held in the frozen condition whenever necessary to break the cycle (overnight, weekends, etc). 2.1.5.3 Procedure C, Partial Immersion shall be used except that soaking prior to testing shall be in accordance with Procedure A. 2.1.5.4 The test report shall describe the type of failure of the discrete particles. 2.1.6.1 General: The stone shall consist of quarried stone meeting the quality requirements above. The pieces shall be angular in shape, free from rounded and subrounded material. Field boulders may be used provided they are angular in shape or are broken or crushed to produce angular pieces. Angular stone is defined as having a minimum of three major flat surfaces with sharp angles between the surfaces. Stone shall be reasonably well graded from coarse to fine. Quarry operation shall be controlled to produce a reasonably well graded stone of the required size, and the Contracting Officer may require changes as necessary to produce the required product. Dirt and fines of less than 1/2-inch maximum cross section, accumulated from interledge layers or from blasting or handling operations or breaking shall not exceed 5 percent by weight. 2.1.6.2 The stone shall be reasonably well graded between the following limits: Percent of Total Weight Weight or Size per stoneLighter than or Passing 300 Pounds 100 80 Pounds 50 5 Pounds Not to exceed 10 2.1.7 Gradation Field Tests: Tests to determine the amount of dirt and fines of less than 1/2-inch maximum cross section and to determine the graduation of the stone material may be performed by the Contractor, under the supervision of the Contracting Officer, by approved methods. The test shall be conducted immediately upon request of the Contracting Officer. The Contractor shall plot the results of each test of gradation in relation to the gradation limits. Results of the field tests and the plots shall be furnished upon request of the Contracting Officer prior to placement of the stone. If at any time the material fails to meet the requirements, the Contractor shall adjust his operations to control the amount of dirt and fines to meet the specifications. 3. DELIVERY OF MATERIALS: 925 tons of stone (Type B) stockpiled in parking lot near entrance of spillway, on the west side of Pawnee Lake located north of Emerald, Ne. Contractor may enter stockpiling location from West Adams St. 3.1 PPROTECTION OF EXISTING VEGETATION, STRUCTURES EQUIPMENT, UTILITIES, AND IMPROVEMENTS 1. The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance or by the careless operation of equipment or by workmen, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contracting Officer. 2. The Contractor shall protect from damage all existing improvements and utilities (1) at or near the work site and (2) on adjacent property of a third party, the locations of which are made known or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor. ACCIDENT PREVENTION 1. In performing this contract, the Contractor shall provide for protecting the lives and health of employees and other persons; preventing damage to property, materials, supplies, and equipment; and avoiding work interruptions. For these purposes, the Contractor shall: a. Provide appropriate safety barricades, signs, and signal lights. b. Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part 1910 c. Ensure that any additional measures the Contracting Officer determines to be reasonably necessary for this purpose are taken. 2. Contractor shall comply with all pertinent provisions of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, dated 15 September 2008. 3. The Contractor shall maintain an accurate record of exposure data on all accidents incident to work performed under this contract resulting in death, traumatic injury, occupational disease, or damage to property, materials, supplies, or equipment. The Contractor shall report this data in the manner prescribed by the Contracting Officer. 4. The Contracting Officer shall notify the Contractor of any noncompliance with these requirements an of the corrective action required. This notice, when delivered to the Contractor or the Contractors representative at the site of the work, shall be deemed sufficient notice of the noncompliance and corrective action required. After receiving the notice, the Contractor shall immediately take corrective action. If the Contractor fails or refuses to take corrective action promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall not base any claim or request for equitable adjustment for additional time or money on any stop order issued under these circumstances. 5. The Contractor shall be responsible for its subcontractors compliance with this clause. 6. Before commencing the work, the Contractor shall: a. Submit a written proposal for implementing this clause b. Meet with representatives of the Contracting Officer to discuss and develop a mutual understanding relative to administration of the overall safety program.
