- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government has a requirement for the procurement of engineering services and supplies to support the depot standup for the P8A Electronic Support Measures (ESM) System at Naval Surface Warfare Center (NSWC) Crane Division. This requirement will include, but is not limited to: assemblies, subassemblies, ancillary equipment, test equipment and other associated equipment, product improvements, technical support, logistical support, repair services, system and subsystem integration, drawings, data, and software for the ESM and future variant/derivative systems based off of the design of the ESM. The Government anticipates entering into a Basic Ordering Agreement (BOA), which will have both Firm Fixed Price and Cost-Plus Fixed Fee line items. The anticipated award date is December 2012. The ordering period is 5 years from the effective date of award. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304c)(1) as implemented by FAR 6302.1 with Northrop Grumman Corporation-Electronic Systems (NGC-ES), 7323 Aviation Boulevard, Linthicum, Maryland 21090. The Government does not possess data rights necessary for the manufacture of the spare parts. The basis for restricting competition is the cost that would be duplicated to perform first article testing, acquire flight certification, generate Acceptance Test Procedures, and perform electrical load and stress analysis in laboratory, ground and flight testing. The solicitation will be made available to interested parties upon request to the Point of Contact (POC) at NSWC Crane. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
