- NASA/KSC has a requirement for Multiple PTC Windchill Prediction and WindchillQuality Solutions License Renewals. One (1) Maintenance Renewal on Existing Windchill Quality Solutions. Five (5) WindchillPrediction-Base Engine with Mechanical. One (1) Windchill Weibull. One (1) WindchillAccelerated Life Testing. One (1) Windchill Prediction Standard 217 Plus Engine. Two (2)Windchill Quality Solutions eLearning Perpetual Library. One (1) Windchill PredictionStandard Mil-HDBK-217 Engine.NASA/KSC intends to purchase the items from Parametric Technology Corporation. There isonly one manufacturer of the existing measurement software tools for reliability andmaintainability application in quantitative and used at KSC. This is for the licenserenewal of the RELEX software. There is no other software available that can operate thereliability and maintainability application in quantitative and qualitative analysis andperform data analysis.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Christopher.zuber@nasa.gov no later than 4:30 p.m. local time on May9th, 2012. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
