Solicitation Number: SOL-HQ-12-00009 Notice Type: Pre-Solicitation for Airborne Spectral Photometric Environmental Collection Technology (ASPECT) Airborne Infrared Systems Support Services Contract Synopsis: The United States Environmental Protection Agency (USEPA), Office of Acquisition Management (OAM), SF/RCRA Regional Procurement Operations Division (SRRPOD), will issue a solicitation for ASPECT Infrared Systems Support for the EPA?s Office of Solid Waste and Emergency Response (OSWER), Office of Emergency Management (OEM). The ASPECT program is authorized under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) of 1980, as amended; Section 311 of the Clean Water Act (CWA), as amended by the Oil Pollution Act of 1990 (OPA); and pursuant to the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); and Presidential Decision Document (PDD?s) #39, #62 and #63. The Environmental Protection Agency has responsibilities to undertake response actions with respect to the release of threat of release of oil, petroleum products, hazardous substances, or pollutants and contaminants, that pose an actual or potential threat to human health or welfare, or to the environment. In addition, EOA has authority under the Emergency Preparedness and Community Right-To-Know Act (EPCRA), the Robert T. Stafford Natural Disaster Act pursuant to the National Response Framework (NRF), and other laws, to help address and/or mitigate endangerment of the public health, welfare or environment during emergencies and natural disasters, and to support other federal agencies, states and communities in preparing for and responding to releases of oil, petroleum products and other hazardous substances. The purpose of this contract will be to provide a mechanism for conducting maintenance, modifications and upgrades to existing and new Infrared systems used by the ASPECT program. Most but not all of this effort will be focused around the existing MR-254AB spectrometer systems in addition to ongoing development efforts with an array-based detector spectrometer. This contract will also provide a capability to assist the government in various field tests and data collection programs focused on chemical vapor detection technologies. Based on the dynamic nature of the ASPECT program, this contract will also provide a mechanism to examine, construct and evaluate new systems to enhance the mission of ASPECT. Contractors receiving this award shall furnish the necessary personnel, supplies, equipment, services and facilities to perform the Statement of Work (SOW). The SOW consists of two (2) general tasks that will be required to provide program support to the OEM. These tasks are: (1) Program Management and (2) Project Specific Tasks ? (2a) Routine Scheduled Maintenance; (2b) Emergency Repair/Maintenance; (2c) New System Design and Integration and (2d) System Testing/Evaluation. Solicitation No. SOL-HQ-12-00009 for ASPECT Infrared System Support Services will be a 100% total small business set-aside and will be solicited, evaluated and awarded in accordance with the procedures under Federal Acquisition Regulations (FAR) Part 15 ? Contracting By Negotiations. The EPA anticipates award of a fixed rate indefinite delivery/indefinite quantity contract from this solicitation. The contract?s period of performance shall be for a two-year base period with two one-year option periods for a total contract performance period of five (5) years.This is a 100% small business set-aside under the North American Industry Classification system (NAICS) code 811219 for Other Electronic and Precision Equipment Repair and Maintenance with the applicable size standard of $19.0 million. It is estimated that the solicitation will be available on or about June 10, 2012 with a due date of 30 days after release of the solicitation.
