Description
The Bureau of Land Management, Oregon State Office proposes to negotiate a noncompetitive award of a Purchase Order to Watershed Sciences for individual tree segmentation of the Coos Bay discrete return LiDAR point cloud using the LiDAR Feature Extraction (LFE) software with one source under the Authority of Other Than Full and Open Competition as authorized under FAR 6.302. The proposed action is for geophysical surveying and mapping services for BLM Oregon State Office, Branch of Forest Resources, Portland, OR 97208 under NAICS 541360. The requirement involves the BLM to make the raw LiDAR files available to the contractor who will then load the raw point cloud data and perform the crown segmentation as well as provide the segment metrics calculated by the LiDAR Feature Extraction (LFE). The contractor will provide GIS coverage with the segments identified with the accompanying metrics and a second GIS coverage with only the highest point in the segment identified along with the accompanying metrics calculated by (LFE). LFE is similar in function to the FUSION software package developed by the U.S. Forest Service except it calculates approximately 40 more metrics than FUSION plus it has the ability to normalize the LiDAR intensity returns which FUSION cannot. These additional features are critical to the analysis of the Coos Bay LiDAR. The requirement is needed from 6/1/2012 to 7/1/2013. A determination by the Government not to compete is based upon responses to this notice and is solely within the discretion of the Government. The Government reserves the right to cancel the Sole Source award. Any response to this notice must show clear and convincing evidence that competition of the work required would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement by 3:30 P.M. Local Time, April 30, 2012 via mail or facsimile. Submittals should include the solicitation number, qualifications, and contact information, and may be sent either by mail or facsimile.
