- The U.S. Army Contracting Command - New Jersey on behalf of the ArmamentResearch, Development and Engineering Center will purchase one Phantom V711 High Speed Camera with Lenses, under a purchase order issued against GSA Contract: GS-02F-0086R, Vision Research, Inc. It is the Governments intent to solicit, negotiate, and award on a sole source basis to Vision Research, Inc. A Limited Sources Justification was approved for this requirement under the primary authority of FAR Part 8.405-6(a)(2); "To an item peculiar to one manufacturer (e.g., a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Governments requirements, and market research indicates other companies similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agencys needs."
