- Sole Source Justification Redacted AAC/PKOB, Eglin AFB, FL, awarded a sole source firm-fixed price contract for 1 Repair Engineering Development Model (EDM) and 1 Repair of the Cascade Laser to the 46th Test Wing (TW) under the authority of FAR 6.302-1(a)(2) and FAR 6.302-2. This requirement is for: CLIN 0001: (1 Each) Evaluate for Repair Engineering Development Model (EDM) Quantum Cascade Laser (QCL) Test Article. Government Furnished Equipment (GFE) Serial Number RMS001 under return material authorization (RMA) number DLS 1026. CLIN 0002: (1 Each) Repair. Includes all materials, supplies, tools, and technical expertise to return the test article to full functionality includes test reports and overnight return shipment to Eglin AFB, FL. The delivery date is 1 May 2012. This award incorporated provisions and clauses in effect through Federal Acquisition Circular FAC 05-54, December 2, 2011. All terms and conditions within the clauses were consistent with commercial item practices. The North American Industry Classification System (NAICS) for this acquisition is 334516 with a small business size standard of 500 employees. Interested parties may not identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals/quotes. In accordance with FAR 5.2, Synopses of Proposed Contract Actions, all contract awards must be synopsized through the GPE for actions exceeding $25,000. A proposed contract action synopsis/solicitation was not required for the subject order/contract prior to award due to a determination by the government not to compete this contract, which was based on the procedures for Unusual and Compelling Urgency (FAR 6.302-2).
