Description
SOURCES SOUGHT FOR FULL FOOD SERVICE AT FORT HUNTER LIGGETT, CALIFORNIA THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated. Mission Installation Contracting Command (MICC) Mission Contracting Office (MCO) - Fort Sam Houston (FSH) is seeking information on sources to provide personnel, training, supervision, supplies, equipment, and non-personal services necessary to perform support for Full Food Service located at Fort Hunter Liggett, California. Established in October 2005, Fort Hunter Liggett has a mission to provide world class training for Combat Support (CS) and Combat Service Support (CSS) units and to become the best training center in the Western United States for the U.S. Army Reserve. The FHL provides ranges, training areas and facilities to support year-round joint, multi-component, and interagency training to prepare warriors to fight and win the Global War on Terrorism. Full Food Service will be provided at the Dining Facility (DFAC) which is currently located at building P-206 and provides three meals a day, seven days a week, 365 days a year. Specific areas of expertise include, but are not limited to, knowledge of AR 30-22, The Army Food Program, DA PAM 30-22, Operating Procedures for the Army Food Program, providing resources and services necessary to perform Full Food Service in DFAC, hiring, staffing, and training personnel, quality control, safety program, property control, and menu planning, and customer service operations. The North American Industry Classification System (NAICS) contemplated for the Fort Hunter Liggett Full Food Service is 722310, Food Service Contractors, with a size standard of $35.5 M. However, respondents may identify other potential NAICS codes and the reasoning to support the recommendation. This requirement is a follow-on requirement which was previously solicited as "Unrestricted" and awarded to the State Licensing Agency (SLA), California Department of Rehabilitation under contract W91LV2-07-D-0013. This requirement is subject to the exercise of certain Defense preference policies regarding the Randolph-Sheppard Act (20 U.S.C. 107) (RSA) as related to Offerors of military food services. Present DoD and Army policy interpreting the RSA applies a selection preference to qualified nominees of SLAs for the Blind who represent clients seeking Defense contracts for so-called "military cafeteria-style food operations." This notice is not designed to discourage competition from any business interested in this requirement. Rather, it merely represents notice regarding a mandatory priority for the SLA. Since the current capabilities of industry, to include large and small businesses must be confirmed, all eligible large and small businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this source sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued, it will be posted on www.fedbizopps.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. INFORMATION REQUESTED TO BE SUBMITTED IN RESPONSE TO THIS SOURCES SOUGHT: Interested sources shall complete the attached market research questionnaire. It is requested that interested businesses submit to the contracting office the completed market research questionnaire (no more than 10 pages in length, single spaced, 12-point font minimum).
