Description
Space and Naval Warfare Systems Center, San Diego (SSC PACIFIC) intends toaward a firm fixed price contract to Honeywell. The Enhanced Ground Proximity Warning System (EGPWS) is a commercial item as defined by Federal Acquisition Regulation (FAR) 2.101. Only one responsible source and no other supplies or services will satisfy agency requirements. Authority for other than full and open competition is 10 U.S.C.2304(c)(1) and FAR 6.302-1. Delivery of systems will be four months after date of award. The applicable North American Industry Classification Systems (NAICS Code) is 336413. This contract is for the procurement of three EGPWSs and its installation kits for use in the Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) upgrade of the United States Coast Guards HC-130H aircraft. The EGPWS must be able to receive/interface with the following aircraft parameters from other systems: a. Flap Angle Position from the flap selector handle position (DC Selsyn). b. Back Loc sense from MFDs (Multi Function Displays) (Glideslope Inhibit Discrete is used as an external Back Course Inhibit for Mode 5 alerts). c. Landing Gear Position from the Nose wheel up lock switch (Landing Gear Discrete). d. Landing Flap Position from the Flap SW (Landing Flaps Discrete). e. Weight on Wheels (WOW). f. Altitude Callouts Enable Discrete. g. Radar Altitude as determined by the Radar Altimeter Alt-4000. h. Air data inputs: Uncorrected Baro. Altitude, Corrected Altitude, Computed Airspeed, True Airspeed, Barometric Rate and Static Air Temperature (SAT) from ADC-86A. i. Attitude Inputs: Pitch Angle, Roll Angle, Body Long Acceleration, Body Normal Acceleration and Body Pitch Rate from EGIs(Embedded GPS(Global Positioning System)/ INS(Inertial Navigation System). j. Navigation data: ILS(Instrument Landing System) course and glideslope information from the ARN-123 VOR(VHF(Very High Frequency) Omnidirectional Radio Range)/ILS. k. FMS(Flight Management System) Inputs: Latitude-Present Position, Longitude-Present Position, Ground Speed, True Track Angle, True Heading, FMC(Flight Management Computer) (Navigation Mode) and Magnetic Heading from the CDU(Control Display Unit)-7000. l. Display Input Control: Radar Altitude Decision Height value (format 3), MDA (format 3), PFD(Primary Flight Display) Mode Select Word 1, PFD Mode Select Word 3, FCC?? Mode Word 2, Selected Course, m. The GPS ARINC-743A & 743 data: Latitude Normal, Latitude Fine, Longitude Normal, Longitude Fine, Altitude, HDOP(Horizontal Dilution of Precision), VDOP(Vertical), VFOM(Vertical Figure of Merit) in meters, HFOM(Horizontal) in meters, Ground Speed, True Track, Sensor Status and Horizontal Int. Limit. This notice of intent is not a request for competitive proposals. However, all interest and capability statements received within 7 days after date of publication of this market survey will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
