Description
Pre-Solicitation Notice for DTFH61-12-R-00029 "Reducing Roadway Departure Crashes at Horizontal Curve Sections on Two-Lane Rural Highways" The Federal Highway Administration has a new full and open requirement to develop a Best Practice Guide (Guide) that will address key concerns and challenges related to addressing roadway departure crashes at horizontal curve sections in rural two-lane highways. The Guide shall result from robust evaluations and investigations of key issues including: Effectiveness of Horizontal Curve Treatments for Roadway Departure Crashes including but not limited to treatments related to signage, pavement markings, delineations, pavement surface treatments and roadside improvements; Innovative Marking treatments for Horizontal curves; Development and execution of a study to identify optimum flash rates, sequencing patterns, and thresholds for speed activated LED signs and markers on horizontal curves; State of Practices for Horizontal Curve Treatments; and Identification of promising treatments for further research. Collectively, the evaluations will yield valuable information to the professional transportation community, as well as public policy makers. As a whole, this effort is a strategic undertaking to allow many low-cost safety approaches to be fully evaluated and become proven low cost safety countermeasures for Horizontal Curve. The resulting contract will require extensive, relevant knowledge and experience in roadway safety countermeasures, research and analysis, roadway safety design measures, State level safety and speed management programs including experience in human factors for speed activated devices. It is anticipated that work under this contract will be 30-months in duration and may primarily take place at the Contractor's site. This requirement is subject to full and open competition.
