- PWS R-12 Synopsis/Solicitation R-12 Refrigerant destruction for ODS Reserve Program Office at Richmond: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number SP470312R0014 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. For applicable clauses and provisions, refer to list of applicable clauses attached. The North American Industry Classification System ( NAICS) Code is 562910. The small business size standard is 14M. This acquisition is unrestricted procurement. This is a firm-fixed price contract. Partial proposals will not be accepted. Pricing for all line items must be submitted with the proposal. This requirement is to destroy up to 170,170 pounds of recovered and possibly cross-contaminated R-12. This requirement includes transportation arrangement of the cylinders from the Defense Depot Richmond (DDRV), VA and the return shipment of all empty cylinders to DDRV. Requirement must be completed by not later than 330 days after the contract award; unless otherwise coordinated and approved by the customer and the contracting officer. Refer to the Performance Work Statement for details of the requirement. Award will be made to the lowest priced offeror that meets the requirement stated in the Performance Work Statement and the solicitation. Refer to the Instruction to Offorers and Evaluation Procedures information attached. The contractor must be registered in the Central Contract Registration (CCR) prior to award. If not already registered in CCR, go to www.ccr.gov to register prior to submitting your proposal. In addition, the contractor must be registered in the Online Representations and Certifications Application (ORCA) prior to award. If not already registered in ORCA, go to https:// orca. bpn. gov / to register prior to submitting your quote. Proposals are due by Closing Date: May 24, 2012, 5:00 PM, EST.
