Description
This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with WASHINGTON STATE UNIVERSITY, 240 FRENCH ADMINISTRATION BLDG, PULLMAN, WA 99164-0001, a large business to provide a tannin analyses for the Yukon Charlie/ Gates of the Arctic National Park, Fairbanks, AK 99709 This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. Please-mail contract specialist, Jordan Gunn with responses or questions regarding this requirement at jordan_gunn@nps.gov. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (or SOLE SOURCE) 1. FAR Statutory Authority cited: 6.302, Circumstances Permitting Other Than Full and Open Competition. This request is for tannin analyses to be done on plant samples. We have already established a history of having this service performed at the Wildlife Habitat and Nutrition Lab at Washington State University in Pullman. It is important, in order that we may compare our data over time, that we use the same lab each time in order to ensure consistency in methodology. 2. Nature and description of the supplies or services required to meet the agency's needs.Tannin content analysis using the Martin & Martin (1982 Oecologia (Berlin) 54:205-211) protein (BSA=bovine serum albumin) precipitation method, reported in units of mg BSA ppt./mg dry forage. This is the method used at WSU's lab. 3. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights etc.). The lab (at WSU) has done our tannins analyses for the past seven years and we want to continue using this lab for tannins analysis in order to provide consistency in the data over time. Even though another lab may use the same methods, there are always small differences in materials, machinery, or the way that lab technicians perform the methods that can add up to differences in one's data. To obtain the most precise results, the same lab must be used. 4. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: 5.
