Description
The U.S. Army Corps of Engineers, Baltimore District, issues this pre-solicitation notice for an 8(a) competitive construction project. NAICS is 236220 "Commercial and Institutional Building Construction" with a size standard of $33,500,000.00. Competition for this procurement will be open to all 8(a) firms/participants who are in good standing. Firms located outside of Maryland, must have a Bona Fide Branch Office in the Maryland area. A Bona Fide Branch Office is a place of business for purposes of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or other temporary construction sites. This is a Design/Bid/Build construction project for the Addition and Renovation of Defense Information School (DINFOS), located at Fort George Meade, MD. Offerors shall have knowledge and experience to construct a design-bid-build academic instruction facilities and renovation within occupied facilities. The project consists of approximately 62,000 SF of renovation space in the existing DINFOS Facility and 88,000 SF of new construction space that will be an addition to the existing facility. The facility (both renovation and new construction) will include administrative office and support spaces, academic instruction and support spaces. Offerors shall demonstrate an understanding in renovating existing spaces while the facility continues to be occupied and used by the facility owners. Other project features include raised floor system and under floor air distribution systems, HVAC and electrical system modifications, Commissioning, Energy Management Control System (EMCS) connections, and building information systems. Supporting facilities include electric service, natural gas, water, sanitary sewer, access road, parking, sidewalks, curbs and gutters, storm drainage, fencing and exterior lighting, site preparation and improvements, fire protection and alarm systems, and information systems. Sustainable Design and Development (SDD), Energy Policy Act of 2005 (EPAct05) and LEED V3.0 certification and other energy policies are features that will be provided in the design and required to be implemented by the contractor. Joint Venture Agreements - Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by SBA prior to the cost proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF COST PROPOSAL/BID. All contractor employees working at the project site on Fort Meade, MD must possess a social security card. Employees must be either a US citizen, green card holder, or in possession of a workers permit. These requirements, with no exceptions, must be met to be granted access to work at Fort Meade. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Estimated cost of construction is between $25,000,000.00 and $100,000,000.00. Construction duration is 730 calendar days from Notice to Proceed. A contract will be awarded to the Offeror whose proposal represents the "Best Value" to the Government. The best value determination will be made using the trade-off process by comparing differences in the value of non-price technical and management features of a proposal with differences in price. You must be registered with the Central Contractor Registration Database (CCR) to receive a government contract award. You may register with the CCR at http://www.ccr.gov/. The solicitation will be provided in an electronic format, free of charge. The media through which the Government chooses to issue this solicitation is the Internet. The solicitation will not be issued in paper. All responsible sources may submit a proposal which shall be considered by the agency. Please note that all Corps of Engineers acquisitions are considered Sensitive, but Unclassified documents, and require users to have a valid MPIN entered in the FBO system to access the package. No phone or fax request for a copy of the solicitation will be considered. This solicitation will be available on or about 2 May 2012. A site visit will be conducted, date to be determined.
