- The National Institutes of Health (NIH) is contemplating soliciting proposals for the full service maintenance and repair services of appropriate NIH owned Beckman Coulter laboratory equipment systems/instruments. The specifications for maintaining these equipment systems shall be based upon the most up to date technical standards as defined by the Original Equipment Manufacturer (OEM). During the course of conducting laboratory experiments and research, the NIH uses a variety of equipment systems/critical instruments manufactured by Beckman Coulter, Inc. Without these instruments NIH would not be able to complete this important work. These systems must be operational when needed to support the time phased/time sensitive aspects of ongoing experiments and research. The failure of instrumentation systems being operational could result in the loss of extensive research efforts. The goal of this contract is to acquire services that ensure that the Government-owned Beckman Coulter equipment systems/instruments remain operational and perform in accordance with its OEM's current appropriate operational specifications. This service is for use by the entire NIH community having Government-owned Beckman Coulter manufactured instruments of the type specified. NIH authorized ordering officials place orders against this contract directly with the contractor in accordance with the terms and conditions. The contractor shall be responsible for the following types of work under this contract for the appropriate equipment systems/instruments; 1) Full service maintenance, including routine preventive maintenance and emergency repair services, and hardware/software revisions and upgrades as well as parts 2) Field rotor inspections 3) Relocation services Stored instruments are not covered under this contract. Service and parts required due to misuse, abuse or damage to the instrument and as a result of causes beyond the control of the contractor, including rotors exceeding the OEM warranty terms, accessories, defective vials, or system contamination are not covered. The contractor shall be responsible to independently, and not as an agent of the Government, furnish all necessary personnel, labor, special tools, engineering revisions and upgrades, facilities, diagnostic equipment, parts, materials, and supplies to provide the required technical support and expertise for on-site preventive maintenance, inspection and emergency repair. This shall be for Government-owned Beckman Coulter equipment systems at the NIH facilities and relocation services of Government-owned Beckman Coulter instruments at the various NIH facilities. It is typical commercial practice, and therefore understood, that some new systems may be added, and some systems may see an end to their reasonable support life. The possibility for additions and deletions to this alterable list are both anticipated and expected. It is anticipated that an Indefinite Delivery Requirements, type contract will be awarded with a one-year base period and four, one-year options of performance beginning on or about September 28, 2012. The solicitation will be available, electronically, on this website (www.fbo.gov) on or about May 16, 2012, as an attachment to this announcement under Department of Health and Human Services, National Institutes of Health, Office of Logistics and Acquisition Operations. It is the offeror's responsibility to monitor the site for amendments to the solicitation. The agency will consider proposals from all responsible sources. This requirement is a recompetition. Work is currently being done by Beckman Coulter, inc., under contract number HHSN263999900265I. Please note that this notice does not commit the Government to award a contract.
