- The work consists of a base contract with four options for maintenance dredging and/or clearing and snagging services for Ohio River Government Lock facilities and Ohio River open channel areas (within commercial navigation limits) located anywhere within the geographical boundaries of the following Great Lakes and Ohio River Division Districts: Nashville (LRN), Louisville (LRL), Huntington (LRH), and Pittsburgh (LRP). The date for a site-visit and pre-proposal conference will be provided in the solicitation. The contract will be awarded to the offeror whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following key factors and related sub-factors which are listed in descending order of importance: (1) Technical Capability and Specialized Experience, with sub-factors: A. Contractor Experience, B. Mobilization of Resources, C. Subcontracting Capabilities, D. Land-Based Capabilities, (2) Past Performance, (3) Management and Administration, with sub-factors: A. Personnel and Organization, B. Quality Control, and (C) Safety; (4) Equipment, and (5) Small Business Participation Plan. Contract type will be a Firm Fixed Price construction contract and will be competitively negotiated. The not-to-exceed amount of this contract, including options, will be $15,000,000.00. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of work it intends to subcontract. The plan is not required with this submittal. A Quality Control Plan will also be required prior to commencement of any work. Solicitation documents will be available on approximately April 24, 2012, online at http://www.fbo.gov.
