- This procurement will be issued unrestricted through commercial acquisition procedures. The VA Gulf Coast Veterans Healthcare System (VAGCVHCS) is issuing a solicitation for blood and blood products/services for the Biloxi Mississippi VA Medical Center for the period of June 1, 2012 through September 30, 2012 with four (4) each 12-month option periods. The contractor shall provide all management, tools, supplies, equipment, facilities, labor, transportation and applicable licenses and permits necessary to provide blood and blood products/services in accordance with Government requirements and in accordance with the current editions of the Standard for Blood Banks and Transfusion Services and the Technical Manual of the American Association of Blood Banks (AABB). The contractor's blood bank must be registered and/or licensed with the Food and Drug Administration (FDA), Department of Health, Education and Welfare, pursuant to Section 510 of the Federal Food, Drug and Cosmetic Act, 21 U.S.C. 260. The contractor must be capable of performing as a reference lab 24 hours per day, 365 days per year, to the VACGVHCS Blood Bank. The contractor will provide two deliveries per day to the VAGCVHCS Blood Bank with the first delivery to arrive no-later-than 1:00pm (local) and the second to arrive no-later-than 7:00pm (local). Emergency blood and/or blood products requested are to be delivered to the VAGCVHCS within 45 minutes of request. The NAICS code is 621991 and the Small Business Size Standard is $10.0 million.
