Vacancy notice; Feed the Future Advisor RFP No. SOL-669-12-000009 ISSUANCE DATE: April 5, 2012 CLOSING DATE: April 25, 2012 SUBJECT: Solicitation for Personal Services Contractor (PSC) - Feed the Future Advisor, USAID/Liberia To All Interested Applicants: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals (Optional Form 612's) from U.S. Citizen Resident in Liberia interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information and delivered to the undersigned in Monrovia, Liberia at the place and by the time specified. CLOSING DATE/TIME: April 25, 2012 / 4PM Local time 4. POSITION TITLE: Feed the Future Advisor, USAID/Liberia 5. MARKET VALUE OF POSITION (Base Pay): GS-13. ($71,674 - $93,175). Salary is not negotiable beyond this range. Salary to be paid within this grade will depend on experience, qualifications, and salary history. The standard compensation package also includes a contribution for life and health insurance and a contribution to FICA. 6. PERIOD OF PERFORMANCE: One year, to start on or about June 2012 with the possibility of extensions. Extensions will depend on the need for continuation of such services, availability of funds, and satisfactory performance. 7. AREA OF CONSIDERATION: U. S. Citizen Resident in Liberia only. Current employees serving a probationary period are not eligible to apply. 8. PLACE OF PERFORMANCE: Based in Monrovia, Liberia 9. JOB DESCRIPTION: Basic Functions of the Position The Feed the Future Advisor's role within USAID/ Liberia overall is to provide technical and administrative support for USAID's Feed the Future Strategy in Liberia. Under the supervision of the Economic Growth Team Leader, the Feed the Future Advisor shall fulfill the following duties: a. Monitoring and reporting on Feed the Future activities (40%) The incumbent will provide regular reports to technical and managerial leadership at USAID/Liberia on the status of monitoring, evaluation, and reporting systems for Feed the Future and the achievement of performance indicators. This advisor will also provide analysis, advice, and recommendations regarding the formulation of Mission strategy and programmatic interventions for Feed the Future and related food security activities to the Economic Growth Team Leader, the Health Team Leader and Mission management. This work will require regular contact with implementing partners and frequent travel to field sites to assess program performance in light of Feed the Future priorities. Field visit reports will be shared with the Economic Growth Team Leader and relevant program managers for further discussion on how to optimize program performance. Consistent with implementing the U.S. Foreign Assistance Reforms, The Feed the Future Advisor will be responsible for data collection and synthesis for sections of the USAID/Liberia Annual Operational Plan and Performance Report, the US Mission Resource Request, and strategic planning exercises that concern food security and the Feed the Future Initiative. To fulfill these tasks, the Feed the Future Advisor's duties/responsibilities will include but are not limited to: • tracking the collection of performance data that originate from various sources such as USG cooperating agencies for Feed the Future, local implementing partners, and other international organizations; • preparing inventories of current indicators, information collected, and information still required; • providing advice on more efficient methods for collecting information; • verifying data reliability and accuracy; • determining that the information gathered responds to the indicators of the annual report and related performance monitoring plans; and • utilizing appropriate partner reports to contribute quantitative and qualitative input into the USAID/Liberia's annual reporting requirements. b. Advising USAID implementing partners on Feed the Future and related activities (25%) The incumbent will work closely with USAID's implementing partners involved in food security to provide advice on effectively incorporating evolving Agency guidance on Feed the Future priorities and reporting requirements into their programs. This also will include close collaboration with the Mission's Monitoring and Evaluation Project, L-MEP, in the development of consistent monitoring and evaluation approaches for all Feed the Future funded activities as these evolve and are amended over time. In addition, the advisor should also work with partners concerning Mission and GOL priorities related to gender, youth, capacity building, climate change, natural resource management and land tenure to assure that food security activities are consistent with equitable and sustainable development objectives in these areas of concern. c. Liaising with and coordinating support among partners for Feed the Future activities (25%) This position requires the incumbent to have an exceptional ability to multi-task and maintain professional contacts among a broad range of USG agencies, GOL institutions, civil society groups, donors, and private sector entities. The incumbent will work closely with the Team Leader, other Economic Growth Office team members, The Health Office, the Program Office, the Mission Director's Office and the US Embassy on day-to-day Feed the Future activities and reporting requirements. This may include drafting materials in concert with the Mission's Development Outreach Coordinator for use in USAID/Liberia communications relating to Feed the Future such as speeches, press releases, briefing papers, and weekly reports. The incumbent will work closely with other USG partners in Lagos, Accra and Washington, particularly USAID's Bureau of Food Security, to ensure that information and communications between the US Mission in Liberia and other USG stakeholders is well coordinated. The incumbent will also work with USAID/Liberia's implementing partners and the Mission's Economic Growth and Health Offices to coordinate food security activities and build synergies with other donors, civil society, host government, and private institutions. d. Other tasks as required (10%) The incumbent may be delegated limited duties from time to time in support of other Mission priorities which are consistent with the advisory, managerial, and reporting requirements of this position. This could include ensuring effective responses from USAID and the US Mission in Liberia concerning requests for participation or information, such as participation in strategic planning exercises, or information for newsletters for other USG agencies, USAID/Washington, the U.S. Congress, etc. The advisor may also accompany, brief and guide visiting USG officials visiting from the United States and other countries as necessary in support of the Mission's Feed the Future activities. 1. Minimum Qualifications a. Education i. A graduate degree (Master's or Doctorate) in agriculture, food security, nutrition or related field is required or in lieu, 10 years professional experience in the technical field. b. Work experience i. At least 10 years of professional experience working in agricultural development in developing countries, with at least three to five of those years working in international development aspects of food security, is required. ii. Current professional knowledge of development assistance issues and development approaches. iii. Ability to analyze the work of on-going agricultural, nutrition and food security programs and provide substantive technical feedback on improving monitoring and evaluation systems to improve program performance. iv. Demonstrated technical skills related to the design, monitoring, evaluation and reporting of development projects in general. v. Work experience in Africa is preferred and, while not required, prior USAID experience is highly desirable. c. Management Skills i. Demonstrated program management skills including previous experience in coordinating the development of reports, performance assessments and monitoring and evaluation systems. ii. Field experience in developing/transition/post-conflict country environments. d. Communication i. A strong ability to work as a member of a team and to foster teamwork is required as is the ability to develop and maintain productive working relationships at all levels, including with staff and colleagues, the US Ambassador and members of the US country team, USAID colleagues in Washington and Accra, other USG agencies not present at Post, ministerial-level officials in the Government of Liberia, the heads of other donor agencies, and leaders of the NGO and corporate community. ii. Excellent English language communications skills (native speaker level), both written and oral, including public speaking skills (as the incumbent may be called upon to deliver presentations before large and varied audiences) are required. iii. Demonstrated ability to communicate effectively through oral presentations and briefings, written reporting and analysis, and information technology tools. iv. Proven ability to convene and manage periodic meetings, often involving high level officials, to discuss Feed the Future and to share information between these stakeholders in such a way as to further the goals of the program. 12. Selection Criteria Applicants meeting the required qualifications for the position will be evaluated based on information presented in the application and obtained through reference checks. Following is the evaluation criteria for this position: a. Education Background (20 points) i. A Master's degree in agriculture, food security, nutrition or related field is required. b. Work Experience (35 points) i. Current professional knowledge of development assistance issues and development approaches. Demonstrated technical skills related to the design, monitoring, evaluation and reporting of development projects in general. At least 10 years of development experience in agricultural development in developing countries with at least three to five of those years working in international development aspects of food security is required. ii. Excellent experience-based skills in and knowledge of agriculture, nutrition and food security program approaches with the demonstrated ability to analyze the work of these programs and provide substantive technical feedback on improving monitoring and evaluation systems to enhance program performance. Experience in Africa preferred. iii. Demonstrated technical skills related to the design, monitoring, evaluation and reporting of development projects in general. iv. Working knowledge of USAID project development, management policy, and documentation, business practices is preferred. c. Management Experience (25 points) i. Experience communicating and managing relationships in a multi-cultural, international environment is vital. ii. Demonstrated program management skills including previous experience in coordinating the development of reports, performance assessments, and monitoring and evaluation systems. iii. Field experience in developing/transition/post-conflict country environments. d. Communications (20 points) i.
