- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) Firm Fixed Price Contract for Cobbs Creek Watershed (Indian Creek) Habitat Improvement, Philadelphia, PA. This project involves day-lighting the currently piped section of the West Branch Indian Creek and retrofitting the abandoned storm drain pipe to function as a wet weather storage facility for combined sewage currently discharging to the East Branch at Regulator C05. Specifically, the project involves: • Restoring and stabilizing sections of the West Branch and East Branch Indian Creek near the confluence of the East and West Branches of Indian Creek including the installation of rock vanes, J-Hooks and other instream features. Construction will require all the necessary Erosion and Sediment Controls creating a dry work environment including coffer dams and pump arounds. • Excavating and created approximately 1,300 linear feet of new stream channel with rock lining and installation of cross vanes, rock vanes, J-hooks and rock step pools. Unused portions of the existing channel will be filled and regarded and the entire floodplain and riparian buffer will be replanted using native vegetation. • Retrofitting the abandoned storm 6'x6' drain pipe and installing several concrete chambers to control flow into and out of the abandoned culvert. The effort involves installing several new manholes, concrete work and the connection of various existing storm and sewer infrastructure components to the newly installed chambers. An Award for the Contract is anticipated for September 2012. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. The NAICS Code for this project is 237990 and the small business size standard is $33.5 Million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors must meet specific qualifications and must demonstrate equivalent work experience on Stream Restoration Projects of this magnitude (minimum of 3 equivalent or larger projects). Contractors must also demonstrate through past work experience the use of bio-engineering practices of using the specific instream structures referenced above as well as experience in working on projects that involve over 7,500 individual plantings. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
