- ****FOR INFORMATION PURPOSES ONLY**** The requirment is to procure, install and test the second 3000 KW backup generator and uninterruptable power supply (UPS) in conjunction with the backup generator, UPS and paralleling switchgear included in the current contract. These generators and UPS's will provide backup power for the water-cooled supercomputers which will be housed in the new building completed under MILCON contract W912QR-10-C-0037. The supercomputers are owned by the DoD High Performance Computing Modernization Program (HPCMP ) and the Air Force. Two large 3000 KW generators working together through paralleling switchgear is a highly complex system prone to problems during the initial installation and testing. The supercomputers that the generator will backup are very high value DoD assets that must be protected in the event of a power outage. Without backup power for continued cooling and operation, the DoD will lose research and data, and the supercomputers will suffer very significant damage within minutes of a power failure. Initiating another procurement action to procure and test the operation of the UPS, two generators and paralleling switchgear working together as a system would increase risk to the Government. Paralleling switchgear, installed under the current contract, is necessary for the synchronization of multiple generators, working together, to provide backup power. The paralleling switchgear cannot be tested with the single generator that is currently installed. The second generator must be installed in order to properly test and synchronize the paralleling switchgear and ensure that the two generators are working together properly. The supercomputer cannot be operated without backup power due to the risk of damage to the equipment if there is a power failure. Any delay in operating the supercomputer foregoes the opportunity for the scientific computation conducted in support of military operations and operations support.
