The work to be performed includes but is not limited to the following principal features: B102 1. Hazardous materials removal and/or abatement. 2. Complete demolition of B102 and site utilities for a post demolition "clean site". 3. Construction and demolition waste management plan and procedures to ensure 60% diversion/recycling 4. Site restoration to green space. B104 1. Hazardous materials removal and/or abatement. 2. Complete demolition of B104 and site utilities for a post demolition "clean site". 3. Construction and demolition waste management plan and procedures to ensure 60% diversion/recycling 4. New sidewalk, parking lot, and walkway lighting. The estimated magnitude of construction is between $1,000,000 and $5,000,000. DRAFT versions of the specifications, drawings, and solicitation sections L and M are attached. Questions and comments are welcome and must be submitted in writing to the Contract Specialist Bryant Soule at bryant.soule@rl.af.mil. Potential offerors must include "FA8751-12-R-0004" in the subject line. The applicable NAICS code is 238910 with an associated size standard of $14,000,000 average annual receipts. The procurement will be issued as a total Small Business set-aside. It is anticipated that the Request for Proposal (RFP) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-12-R-0004 by 8 May 2012. Proposals will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the RFP. The date will be finalized when the RFP is posted. The RFP documents only will be available electronically. Potential offerors will be responsible for downloading the RFP documents and for monitoring the website for possible amendments and any additional information. Award is anticipated to be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Proposal (RFP). The award decision will be based on Price / Past Performance Trade-Off (PPTO) as identified in FAR Part 15 and supplements thereto. It is intended that award will be made to the lowest priced responsible offeror if that offeror receives a past performance rating of Substantial Confidence. The Source Selection Authority shall make an integrated assessment best value award decision if the lowest priced evaluated proposal is not rated as Substantial Confidence in the past performance assessment.
