- NAVSUP Fleet Logistics Center San Diego intends to negotiate and award on a sole source basis under the authority of FAR 6.302-1(b)(1), with Salimetrics LLC, 101 Innovation Blvd, Ste 302, State College, PA 16803-6605, based on the vendor being the only one to have validated the use of the passive drool method for analyte collection and processing. The Government s need is for salivary assay services using the passive drool method in support of research examining human physiological stress responses to extreme military environments for previously collected and soon to be collected specimens. The requirement is for materials and services to support valid and reliable field-based salivary data collection and data processing procedures. Place of performance is the State College, PA 16803. The applicable NAICS code is 541380. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 2:30pm Pacific Standard Time on 26 April 2012. All interested parties must demonstrate their ability to provide the material and expertise required in collecting and analyzing specimens using the passive drool method. All documents should be submitted to Alan M. Gonzales, Contract Specialist, via email at alan.gonzales@navy.mil. Anything submitted by phone or fax will not be considered. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
