- The Cherry Point Satellite Contracting Office, Marine Corps Air Station (MCAS), Cherry Point, NC 28533 hereby gives notice of their intent to issue delivery orders under Basic Ordering Agreement (BOA) N00019-08-G-0010 to Sikorsky Aircraft Corporation (SAC), 6900 Main Street, Stratford, CT 06614-1385 (Cage Code 78286) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Multi Mission Helicopter In-Service Support Team (MMHISST) at MCAS Cherry Point, NC has requirements for the acquisition of the following deliverables (each will result in the issuance of one or more delivery order under SAC ™s BOA during fiscal year 2012): 1.Electronic Rapid Action Changes (ERAC) to incorporate Government Furnished Information (GFI) into applicable SH-60B/SH-60F/HH-60H Interactive Electronic Technical Manuals (IETM). 2.Non-IETM "Paper" Publication Updates to incorporate Government Furnished Information (GFI) into applicable SH-60B/SH-60F/HH-60H publications maintained by the Original Equipment Manufacturer (OEM). 3.Legacy IETM Delivery (Compiling) to deliver one each SH-60B, SH-60F, and HH-60H Interactive Electronic Technical Manual (IETM) incorporating all outstanding Interim Rapid Action Changes (IRAC), Electronic Rapid Action Changes (ERAC), and Government Furnished Information (GFI) pertaining to separately contracted IETM updated efforts completed prior to established technical cut-off date for this order. In addition, H-60 IETM presentation software updates shall be incorporated to maintain IETM presentation and functionality consistent with all H-60 IETMs. 4.IETM Publication Updates to incorporate Government Furnished Information (GFI) into applicable SH-60B/SH-60F/HH-60H IETM publications maintained by the Original Equipment Manufacturer (OEM). Market research has determined that SAC is the only source capable of providing the required items. Therefore, the government intends to procure these deliverables on a sole source basis from SAC. SAC is the prime contractor for the production of the H-60 aircraft and is the only source with the requisite expertise, technical data, equipment, proprietary data and experienced personnel necessary to provide the required deliverables. Therefore SAC is the only source qualified and able to provide the complete range of requirements identified herein. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all quotes received within fifteen (15) days after the date of publication of this synopsis will be considered. Interested parties may identify their interest and unique capabilities to respond to this requirement or submit their quote. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
