Description
The U.S Government Printing Office (GPO) seeks other than full and open competition to conduct a sole source procurement for XML Professional Publisher (XPP) from SDL, LLC to provide software, training and support services to support the various tools, technologies, and services needed to deploy the Composition Replacement System (CSR). These work activities will support all the initial installation of XPP software within the US GPO and provide preliminary training. The Composition System Replacement (CSR) will replace GPO's current Microcomp system. SDL is the creator and maintainer of SDL XML Professional Publisher (XPP), which has been selected by the GPO through rigorous market research, trade studies, and detailed technical analysis to be the publishing tool best suited to meet the Government Printing Office's composition system replacement needs. SDL XPP is a commercial off the shelf (COTS) product and SDL is the only company capable of making modifications to the publishing software source should the GPO require source code changes. SDL is the sole US distributor of the SDL XPP technology as well as sole provider of customer support and help desk services. Under the authority of USC 2304 (c)(1) pursuant to MMAR 6.302.1 (a)(2)(ii)(a) "Only one responsible source and no-other supplies or services will satisfy agency requirements", for this highly specialized equipment. An award to any other source would result in substantial duplication of cost to the Government that can not be recovered through competition. This notice is neither a request for proposals nor a solicitation of offers. A determination by the government not to compete this proposed effort on a full and open competition basis, based on responses to this notice is solely within the discretion of the government.
