Update #2 - The intended solicitation or possible draft solicitation isanticipatedto be issued no earlier than the Summer of 2012.*****************************************Update - The intended Solicitation is anticipated to be issued no earlier thanFebruary 2012.*****************************************The Space and Naval Warfare Systems Command (SPAWARSYSCOM), onbehalf of the Joint Program Executive Office (JPEO) for Joint Tactical RadioSystem (JTRS) Network Enterprise Domain (NED), intends to issue SolicitationN00039-11-R-0101 for the procurement of Software In-Service Support (SwISS)for the JTRS Mobile User Objective System (MUOS) waveform. Thisrequirement will provide technical support, software, maintenance/upgrades,and enhancements to baseline JTRS MUOS software. The contemplatedcontract type for this procurement is Indefinite Delivery Indefinite Quantity(IDIQ) with delivery orders to be awarded on a Cost Plus Fixed Fee (CPFF)and/or Cost Plus Incentive Fee (CPIF) basis. The prospective contract willhavea five year ordering period. The contract award is anticipated to be in latesummer of 2012. The North American Industrial Classification System (NAICS)for this action is 541511 with a size standard of $25M. Space and NavalWarfare Systems Command, 33000 Nixie Way, Bldg 7, Room 104, San Diego,CA 92147.The Request for Proposal (RFP) will be available to interested parties, alongwith any amendments issued, on the SPAWAR E-Commerce Central website(https://e-commerce.spawar.navy.mil/); subscribe to this announcement onthe SPAWAR E-Commerce Central website for notice of RFP and amendmentreleases.MUOS documents will be provided on a CD to authorized offerors at RFPrelease. The applicable documents will be provided to each authorized offerorand their sub-contractors. In order to receive a copy of the applicabledocuments, offerors and their sub-contractors must be authorized to haveaccess to these MUOS artifacts. To obtain authorization, each offeror/sub-contractor must complete the form for MUOS SwISS Request for Proposals(RFP) access and sign a MUOS SwISS proposal Non-Disclosure Agreement(NDA) located at the JTRS Public Information Repository (IR) website, http://ir-public.jpeojtrs.mil/. Those offerors who do not have a properly certifiedMilitaryCritical Technical Data Agreement DD Form 2345 can start that process byfollowing the procedures documented at the IR Website.
