Description
Attachment 2 N00173-12-R-PW04 Attachment 1 N00173-12-R-PW04 Exhibit A N00173-12-R-PW04 Request for proposals N00173-12-R-PW04 The Naval Research Laboratory's (NRL's) Laboratory for Autonomous Systems Research (LASR) provides specialized facilities to support highly innovative, multidisciplinary research in autonomous systems, including intelligent autonomy, sensor systems, power and energy systems, human-system interaction, networking and communications, and platforms. The laboratory capitalizes on the broad multidisciplinary character of NRL, bringing together scientists and engineers with disparate training and backgrounds to attack common goals in autonomous systems at the intersection of their respective fields. The laboratory provides unique facilities and simulated environments (littoral, desert, tropical) and instrumented reconfigurable high bay spaces to support integration of science and technology components into research prototype systems. The objective of the laboratory is to enable Navy and DoD scientific leadership in this complex, emerging area and to identify opportunities for advances in future defense technology. The NRL LASR has a need for a multi-element wave generation system. The m ulti-element wave generation system will be used for creating directional water surface wave fields in an existing NRL concrete pool. The pool could contain seawater or freshwater. The system must be capable of removal from and reinstallation into the pool. NRL will use an overhead crane (maximum lift capability 4,536 kilograms or 10,000 pounds) to remove and reinstall the system. The RFP and its exhibit (DD Form 1423) and attachments (specifications and drawing) are attached. Delivery of the system is required six months after date of award of contract. The requirement is hereby issued as a full-and-open competitive requirement. A firm-fixed-priced contract will be issued. The closing date for receipt of proposals is 18 May 2012, 2 p.m. Eastern Daylight Time. The resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). The government intends to use FAR Part 12, Acquisition of Commercial Items. The contract specialist must receive any questions concerning the RFP no later than 7 (seven) business days before the response date of this solicitation. Proposal Submission Information Proposals are due by 18 May 2012, 2:00 p.m., Eastern Daylight Time (EDT). NOTE: Proposals may be submitted via e-mail to patricia.woodhouse@nrl.navy.mil in Microsoft Word,.pdf, and/or Excel formats. The attachments to any single e-mail may not exceed a total of 15 MB. The e-mail(s) should have in the subject line solicitation number (N00173-12-R-PW04) and due date and time. Proposals must be received by the due date and time. If mailed or hand delivered, an original, one copy of the offeror's proposal and a copy of all proposal materials on CD-ROM or DVD-ROM shall be received on or before the response date noted above at the following NRL address 4555 Overlook Ave., S.W., Building 222, Room 115, Washington, DC 20375, Attn: Contracting Officer. The package should be marked with the solicitation number and due date and time. The U.S. Postal Service continues to irradiate letters, flats, express, and priority mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP codes ranging 202 through 205. Due to potential delays in receiving mail, offerors are encouraged to use alternatives to the mail when submitting proposals. Contact the following individual for information regarding this solicitation: Patricia Woodhouse, 202-404-2407, patricia.woodhouse@nrl.navy.mil. The NRL uses electronic commerce to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be issued. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
