DESC: The U.S. Department of Energy?s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a multi-year contract on a sole-source basis to Aspen Technology Inc., Burlington, MA to purchase a 5 year license to use the Aspen Engineering Suite (AES) consisting of the steady-state process simulator, Aspen Plus; the dynamic process simulator, Aspen Plus Dynamics; the custom engineering model builder, Aspen Custom Modeler (ACM); and other components. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Firms who want to challenge the sole source must submit an interest letter that demonstrates the firms ability to provide the services or work described above. Interested parties must provide rationale as to why they should be considered. Interested parties shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. All interested firms must respond to by 5:30 P.M. EST, April 26, 2012. The North American Industrial Classification Code (NAIC) is 511210. Request for information should be addressed to Mr. Robert L.
