Word document Terms and Conditions for Sword and Scabbard Solicitation The Department of Homeland Security (DHS), United States Coast Guard (CG) Academy is the sponsor for this effort. The Coast Guard seeks qualified vendor(s) to supply CG officer sword and scabbard items. (i) This is a combined synopsis / solicitation for commercial items prepared In Accordance With (IAW) the format at FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only written solicitation; quotations are being requested; and a written (formal) solicitation will not be issued. This solicitation is in accordance with the format in subpart FAR 12 for non-developmental items (NDI) available in the commercial marketplace that are previously developed items of supply used exclusively for governmental purposes IAW product description. This solicitation and any amendments that include answers to questions will be provided through the FEDERAL BUSINESS OPPORTUNITIES (FBO) website https://www.fbo.gov. (ii) The solicitation number for this requirement is HSCG23-12-Q-QAD050 and it is being issued as a Request for Quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55 dated January 1, 2012. (iv) This procurement is an unrestricted competition for all responsible sources. Applicable North American Industry Classification System (NAICS) code is: 332211 - Cutlery and Flatware (except Precious) Manufacturing. The Department of Homeland Security, USCG Office of Contract Operations CG-9121 intends to award a single fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for a base contract period of 12 months with four (4) option periods of 12 months each. The contract minimum order quantity will be obtained with the first task order, being issued simultaneously with this solicitation. The minimum number is 50 Swords and the Maximum number is 480 Swords per delivery order as cited in FAR 52.216.19 under the terms and conditions. (v) Description of Requirements: Schedule of Supplies The delivery schedule is 60 days after receipt of orders (ARO) within the min/max ordering limitation defined under the Ordering Clause. The required sword length sizes at a minimum are 26", 28", 29", 30", 31", 32" and 33" or the offer will be determined not meeting the requirement. The sword shall include a scabbard. Attachment 1 to this RFQ are the description and drawings defining the requirement for the officer sword and scabbard. (vi) Questions regarding the solicitation and quotations shall be e-mailed to the Contract Specialist, Mr. Berry Freeman at William.B.Freeman@uscg.mil. The cutoff date for questions is Friday May 8, 2012 at 5:00 p.m. EST. No phone calls will be accepted. (vii) Quotations are due no later than Friday May 15, 2012 at 5:00 p.m. EST. Offerors shall submit your quotation electronically to William.B.Freeman@uscg.mil and PDM sample to Mr. Dave McHugh (see page 3). Submission Instruction to Offerors: Your quote shall include the requested items found in the following clauses: submit information and a PDM sample for evaluation per FAR 52.212-2 Evaluation - Commercial Items (Jan 1999) and submit the required information that is requested under FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (April 2012).
