- MPF East Coast Layberth Market Survey MSC requests information about the availability of contractors and estimated costs of providing MSC layberth services. Sources are sought who are capable of supplying the following: East Coast layberth facility for 1-3 ships (including Obregon and Stockham Class MPF & one-BOB HOPE Class LMSR) capable of delivering reimbursable services including steam, potable water, electricity, telephone, sewage, garbage and parking for 15 cars per ship. It is desirable to deploy ship stern ramps if possible.
