Description

This is a pre-solicitation notice for the Eastern Colorado Heath Care System (ECHCS) to obtain Preventative Maintenance Services for Flow Cytometry. The services performed must also, meet the qualifications in accordance with (IAW) all applicable Department of Veteran Affairs (DoVA) regulations and policies. The contract start date is anticipated to be 20 April 2012. Payment will be made for services performed via monthly invoices. Partial payments are not authorized. North American Industrial Classification System Code 334516 and size standard of $500M. The entire solicitation will be made available only on the Federal Business Opportunities website http://www.fbo.gov on approximately 20 Apr 2012. No paper copies will be issued. Award will be made based on Lowest Price Technically Acceptable (LPTA). The contractor's proposal shall include a price section and a technical section. The price section shall include the cost for Preventative Maintenance for Flow Cytometry Services in accordance with the statement of work, which will be attached to the RFQ. Each CLIN in the pricing proposal must contain a price. The Government reserves the right to award without discussions. If the Government decides to award with discussions, you will be notified as soon as possible, and asked to provide additional information. To be eligible for contract award, offerors must be registered in the Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov/ or by contacting CCR Customer Service Contact Information at 1-888-227-2423 and all offerors must submit their representations and certifications at the Online Representations and Certifications Applications (ORCA) website at http://orca.bpn.gov. All responsible Preventative Maintenance providers must submit a proposal to be considered. Additionally, the Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
