Description
The United States Agency for International Development, Regional Mission for Central Asia (USAID/CAR) intends to issue a Request for Proposals (RFP) to implement the Local Governance Project (LPG) in Tajikistan utilizing full and open competition. The objective of the program is to strengthen the enabling environment for decentralization at the national level and improve sub-national government capacity and performance. At the national level, the project will support the Government of Tajikistan's ongoing process of implementing the 2009 Law on Local Self-Government in Towns and Townships, with particular focus on fiscal decentralization and housing and communal services reform. At the sub-national level, the project will work with jamoat administrations to adapt to the new functions and budgetary authorities devolved through these legislative reforms, while strengthening communal service provision. This project will also strengthen local constituencies for self-governance and foster regular communication and participatory decision-making between local government, citizens, NGOs and private enterprises. Finally, the project will make strategic investments in clean drinking water systems in order to catalyze the effective decentralization of services and to address critical health and food security needs in rural communities. The Local Governance Project will consist of three main results: 1. Strengthened legal enabling environment to support sub-national governance 2. Sub-national government entities are more effective in meeting citizens' needs 3. Increased participation of constituents in sub-national government decision-making and service provision. The proposed activities are anticipated for a period of 60 months, with an estimated start date of October 1, 2012. Issuance of this notice does not obligate USAID to release a solicitation or award a contract nor does it commit the government to pay for costs incurred in the preparation and submission of a proposal. This notice satisfies the synopsis requirements in FAR 5.201. All information required for the submission of an offer will be contained in the electronic RFP package, that will be posted no less than 15 days after this notice. Interested parties are advised to periodically monitor www.fbo.gov for updates concerning this procurement. Telephonic requests or inquires will not be accepted.
