Description
Construction Project No. 656-12-217, entitled 'Upgrade Existing Storm Water Systems'. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. Additionally, all bidders must be CVE certified as shown on vetbiz. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. The NAICS Code 237310, along with size standard $33.5 million applies. The procurement is entitled 'Upgrade Existing Storm Water Systems' at the St. Cloud VA Health Care System, in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at the St. Cloud Veterans Affairs Health Care System in St. Cloud Minnesota. Scope: 'Upgrade Existing Storm Water Systems': Furnish and install material to construct/alter new/existing storm water management systems within the Southwest and Building 57 Watershed. Construction Specification Institute (CSI) divisions included but are not limited to site prep for surface alterations, retention ponds, and temporary parking lot, concrete, signage, electrical, planting and asphalt. This project consists of constructing one (1) storm water infiltration basin with emergency overflow, various new sections of storm water utility pipe, catch basins, grading for proper sheet flow, a sodded grass filter strip and a recycled concrete temporary parking lot. Work is to be completed in accordance with the contract drawings and specifications. There are NO bid alternates. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is 275 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $250,000 and $500,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about April 30, 2012. A pre-bid meeting/walkthrough is scheduled for May 8, 2012 at 9:30AM CT, attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on May 30, 2012. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
