- The Department of Energy?s (DOE), Office of Health, Safety and Security (HSS) has a requirement for administrative and financial services for work done by DOE in cooperation with the Russian Federation. CRDF shall become the disbursing and verification contractor on DOE?s behalf to pay Russian Federal organizations, institutes, and former weapons production facilities which perform radiation effects research work under the ?Agreement between the Government of the United States of America and the Government of the Russian Federation on Cooperation in Research on Radiation Effects for the Purpose of Minimizing the Consequences of Radioactive Contamination on Health and the Environment.? This agreement established the legal framework for collaborative radiation health effects research between U.S. and Russian scientists at former Soviet weapons production sites. The agreement was renewed three times: in 1999, in 2007, and in 2011 through January 14, 2014, with automatic renewals thereafter.Notice of Intent to Award a Sole Source Contract The Government intends to award a sole source Indefinite Delivery/Indefinite Quantify (IDIQ), Task Order, no fee/profit contract to CRDF to satisfy this requirement. The period of performance for this award will be a 1-year base period with four 1-year options. CRDF has the requisite expertise to fulfill departmental requirements with respect to necessary skills, training, and availability to provide expert payment and administrative services related to the DOE?s initiatives with the Russian institutes previously mentioned. CRDF has promoted governmental public benefits as a viable nonprofit organization with a diversified financial base of contributions from Government agencies, NSF, private individuals and foundations, American industry, and cost-sharing commitments from governmental sources within the Russian Federation.. Since commencing its activities in the Russian Federation in 1995, CRDF has successfully transferred money and equipment to between 2,500 to 3,000 individual scientists and engineers in the Russian Federation In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit a capability statement by May 02, 2012 at 8:00am local prevailing time (Washington, D.C.) via e-mail to obiajulum.diei-anene@hq.doe.gov. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and past performance client information for similar work. Questions regarding this notice are to be submitted via email to obiajulum.diei-anene@hq.doe.gov by April 25, 2012 at 8:00am local prevailing time (Washington, D.C.). Questions received after this date and time will not be addressed. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
