Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS Code for this procurement is 541690 and the Small Business Size Standard is $7 million. This solicitation number is RFQ-2473737 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-56. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The National Institute on Drug Abuse (NIDA) intends to issue a purchase order for Medical Publication Data Analysis and Support. The Contractor shall perform the tasks outlined in the Statement of Work (See Attached Statement of Work). Quotations will be evaluated on the following criteria: (1) - Knowledge and experience of the science involved with drug abuse research, especially in the areas of medicinal chemistry and pharmacology; - Knowledge of organic chemistry, the major spectroscopic techniques used in the field, such as nuclear magnetic resonance spectroscopy, infrared spectroscopy and mass spectrometry. (a) Ability to interpret the spectra obtained from these techniques; (b) Determine the accuracy of calculated empirical analyses; (c) Experience with x-ray crystallographic determinations; (2) Knowledge of the in vivo and in vitro techniques used in pharmacological analyses of the evaluated compounds (such as antinociceptive assays - tail flick, phenylquinone, hot plate, tail flick antagonism of morphine, AD50 assays for determination of agonist behavior at individual receptor sites, single dose suppression assays, precipitated withdrawal, dependence potential and abuse liability determinations in animals, receptor binding techniques, GTPgammaS assays, and numerous other techniques that are included in publications in the Journal of Medicinal Chemistry, Tetrahedron, Organic Letters, Journal of Organic Chemistry, Tetrahedron Letters, Bioorganic and Medicinal Chemistry, and Organic and Biomolecular Chemistry. (3) Experience in writing manuscripts for publication in major, highly rated, refereed journals, and the ability to communicate orally and in writing with chief staff about current and future research topics that are to be published. (4) Price. Quotations are to be sent electronically to larochek@mail.nih.gov. The period of performance is 12 months with four 12-month option years. Billable hours will not exceed 1,040 (20 hrs/week) for each performance period. The anticipated start date is May 1, 2012 to April 30, 2013. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
