- Description
- NASA's Goddard Space Flight Center (GSFC) plans to issue a Draft Request forProposal (DRFP) for Office of Human Capital Management (OHCM) Professional Services. Theresultant contract shall provide overarching professional Human Capital support that willinclude a full array of support in accomplishing the vision and mission of OHCM. Theseservices include, but are not limited to GSFCs recruitment projects, human capitalprojects, ongoing staffing and classification services, learning/training, coaching,leadership development, organization effectiveness, change management, careerdevelopment, labor relations, awards, performance management, and worklife initiatives. The primary professional services include program management, human capital professionalservices, workers compensations support, organizational leadership and culture, trainingadministration and career development services, strategic workforce analysis andplanning, and diversity dialogue and other facilitation services.The Government does not intend to acquire a commercial item using FAR Part 12. This is a100% set-aside for competition among firms certified by the Small Business Administrationas 8(a) Small Business. This competitive procurement is anticipated to result in a SingleAward Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contractwith a 5-year effective ordering period. The NAICS Code is 541611 with a size standard of$7.0M annually. All qualified responsible sources may submit an offer which shall beconsidered by the agency. The anticipated release date of the DRFP is on or about April30, 2012. Once the DRFP is issued, industry will be requested to submit questions inwriting by the date specified in the DRFP. The Government will not accept proposals inresponse to the DRFP. The Government anticipates issuing a modification to this synopsiswhen the DRFP and RFP become available.This synopsis shall serve as the pre-solicitation notice for the DRFP as well as the RFP.The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASABusiness Opportunities home page ishttp://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=.An electronic library will be made available for this procurement. Information for accesswill be forthcoming in a future amendment to the synopsis. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for thisacquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. It is the offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any).
