- NAVSUP Fleet Logistics Center Norfolk Contracting Department Philadelphia Office intends to acquire continued Operation and Maintenance Services in support of its HIV Testing Management System (HMS) on an other than full and open competitive basis with SpecPro Technical Services, LLC, 1077 Central Parkway South, suite 100, San Antonio, TX 78232-5034 pursuant to the authority set forth at FAR clause 52.217-8 under contract N00189-10-C-Z046. The HMS Operation and Maintenance services are required for an interim four (4) month period encompassing 01 June 2012 through 30 September 2010. Two (2) subsequent one-month option periods encompassing the months of October 2012 and November 2012 will likewise be included to prevent any lapse in contractual coverage as the Navy parallel processes a competitive follow-on procurement. This notice of intent is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, SpecPro Technical Services. However, all responses received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
