- Description
- The new local governance project will assist with coordination of USG implementers in communes targeted for LOKAL Plus services to ensure USG programs are accountable to local institutions, to align efforts, and to seek synergies. LOKAL Plus will build the capacity of local institutions to respond to their constituencies and to promote their own development agenda. Most importantly, the efforts of LOKAL Plus will consolidate the gains made in other USG program areas such as health, rule of law, and urban planning by increasing the ability of targeted municipalities to leverage these services as a strategy for sustainability and economic growth. Finally, the project will support and complement the Haitian government’s own recently launched decentralization program. LOKAL Plus will help to improve public services in targeted communes through the following five project results: Strengthening the capability of communal governments to provide services; Generating a sustainable increase in local revenues to pay for local services; Leveraging greater access to central government funding and services; Improving national-level policy and legislation in support of decentralization and deconcentrated services; and Increasing transparency, oversight and accountability of local governments and deconcentrated service providers. These project results, pulling in tandem, will improve service delivery in targeted communes which will help the USG achieve its goal of a more stable and economically viable Haiti. LOKAL Plus will help to improve public services in targeted communes through the following five project results: Strengthening the capability of communal governments to provide services; Generating a sustainable increase in local revenues to pay for local services; Leveraging greater access to central government funding and services; The Government of Haiti is highly centralized economically as well as politically. The Port-au-Prince metropolitan area accounts for more than 65% of the country’s economic activity and 85% of tax revenues. Most public services are concentrated in the capital. The government’s weak institutional capacity to deliver basic public services is particularly acute at the local level, especially municipalities and secondary cities located at a distance from the metropolitan area, including virtually all rural areas. LOKAL Plus will help to improve public services (in targeted communes) through five intermediate sub-results. For contracting purposes these five will be termed “preferred outcomes” as follows: 1 Strengthened capability of communal governments to provide services; 2 Achievement of a sustainable increase in local revenues for local services; 3 Greater access to central government funding and services; 4 Improved national-level policy and legislation in support of decentralization and deconcentrated services; and 5 Increased transparency, oversight and accountability of local governments and deconcentrated service providers. If achieved, these preferred outcomes, pulling in tandem, will improve service delivery in targeted communes which, for the reasons stated above, will help the USG achieve its goal of a more stable and economically viable Haiti. The Contractor will identify criteria for selecting partner communes, including those listed below, and follow an approved methodology for approaching, assessing, and ultimately selecting target communes. The final selection of target communes will be an iterative process outlined in the Deliverables section. Furthermore, over the course of the program, the targeting of partner communes for LOKAL Plus services will retain an element of flexibility in order to take into account political will and shifts in public policy. Criteria for selecting partner communes will include the following: evidence of local political will and willingness to engage in partnerships for program support; opportunities for synergy with GOH’s Katye Pam Pose program; neighboring communes where there are inter-communal issues related to other investments such as the northern industrial park, and shared risks of flooding within critical watersheds; building upon and extending LOKAL and OTI support for municipalities including pilot efforts underway in fiscal mobilization and updating of the local property tax census; and opportunities for synergy with ongoing or forthcoming USG programs and other development partners or donors. The following list shows illustrative commune clusters: Port-au-Prince Corridor: Croix des Bouquets, Ganthier, Carrefour. Saint-Marc Corridor : Saint-Marc, Arcahaie, Cabaret. Cap-Haitien Corridor : Limbé, Limonade, Caracol, Fort-Liberté. LOKAL Plus will target 6-10 communes over the life of the project. The Contractor may elect to propose a staged expansion of LOKAL Plus services into target communes rather than intervening in all target communes in the first year.
