Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This acquisition is for development of significant technological advances in signature reduction for the Small Arms Signature Reduction (SASR) of the MK48 MOD1, 7.62x51mm lightweight machinegun (MG). The Government intends to procure a minimum quantity of 4 EA, maximum quantity of 50 EA SASR MK48 MOD 1 test samples in accordance with the NSWC Crane Statement of Work and specification. Submission for the RFP should be in the form of a White Paper and/or supplemental technical documentation that define the technology or item/s and associated hardware as detailed in the solicitation. This requirement is anticipated to result in award of one or more firm fixed price indefinite delivery, indefinite quantity (IDIQ) contract for a period of five (5) years. Delivery of the minimum quantities shall be required within 90 days after notification by the Contracting Officer. FOB will be Destination and inspection and acceptance will be made within 30 days at Destination by NSWC Crane personnel. The solicitation will be available on or around 25 April 2012 on FBO and NECO. Closing date will be on or around 25 June 2012. Offerors will be required to submit a technical proposal, price and past performance information. The Government intends to award to the responsible offeror(s) whose offer represents the best value to the Government considering technical, past performance, and price factors. Offerors submitting proposals to the solicitation must be registered in the Central Contractor Registry (CCR) in accordance with FAR 4.11. Offerors interested in responding with a valid offer may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov The solicitation and any attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps and NECO websites. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a proposal from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format.
