Description
This modification (04) to previous special notice for the request for information posting for Solicitation W900KK-12-R-XXXX (posted 19 March 2012) provides for the following answers to questions received. Question 1. While I understand that the MD500 FTD and CMS are to be reconfigurable to all MD500 series aircraft, I cannot find "paragraph 1 above" as stated in the first paragraph of Attachment 1 and Attachment 2. Which variants of the MD500 are to be represented? Answer: MD 500M, MD 500MD and MD 500MD/TOW. This is very preliminary and exact configurations are not available at this time. Question 2. Following on from the above, what aircraft or configuration are the Harbin Z-9W FTD and CMS to be reconfigurable to? Answer: Z-9 and Z9W. This is very preliminary and exact configurations are not available at this time. Question 3. Could you please clarify whether the Mi171 should also be included (with the SA 330G Puma) in the first paragraph of the last page of Attachment 1? Answer: Yes, the Mi-171 is a transport version only. It is unknown at this time whether the aircraft will be armed in the future. Every attempt will be made to obtain this info from the Kenyan Government if we receive a further requirement on this/these actions. Description - The U.S. ARMY, PEO STRI is planning for the possible procurement of a suite of aviation simulators for the country of Kenya. The simulators will be procured simultaneously with possible options for out year additional devices and extensions to the Contractor Logistics Support. The Government's intent is to procure either all or some of the listed devices. It is envisioned the planned procurement will utilize a delivery order under the STRICOM Omnibus Contract (STOC) in late FY 12 or early FY 13, however if additional sources are identified outside of STOC the government reserves the right to pursue a contract outside of STOC. The award schedule shall be determined at a later date subject to availability of funds.This announcement constitutes Request for Information (RFI) for planning purposes only. This is NOT a Request for Proposal, and the Government is not liable for any bid and proposal costs incurred by potential bidders as a result of the RFI. The intent of this notice is to assist PEO STRI in conducting market research to identify potential sources to provide for the following simulator requirements for the following helicopters. Helicopter: Aerospatiale; Type: Transport; Designator: SA330G; Acft Origin Country: France/Romania; Simulator Type: Flight Training Devise (Level 6 Modified) Helicopter:Mi-171; Type: Transport; Designator:Mil 171 Hip; Acft origin country: Russia; Simulator Type: Flight Training Device (Level 6 modified) Helicopter: MD500 Series; Type: Scout, Attack, Utility; Designator: 500M, 500MD, 500MD/TOW; Acft origin country: United States; Simulator Type:One reconfigurable FAA (Level 6 modified) Flight Training Device with computer generated forces (CGI) Helicopter: Harbin Z9, Z-9W; Type: Utility, Attack; Designator: Z-9, Z9W; Acft origin country: China; Simulator Type: One reconfigurable FAA (Level 6 modified) Flight Training Device with CGI Helicopter: MD500 Series; Type: Scout, Attack, Utility; Designator: 500M, 500MD, 500MD/TOW; Acft origin country: United States; Simulator Type:One reconfigurable full Mission Simulator (Level C) capable of interactive combat simulation utilizing CGI Helicopter: Harbin Z9, Z-9W; Type: Utility, Attack; Designator: Z-9, Z9W; Acft origin country: China; Simulator Type: One reconfigurable full Mission Simulator (Level C) capable of interactive combat simulation utilizing CGI Full explanation of requirements are found in attachments 1-3 to this documents: Attachment 1: Flight Training Device Requirements Attachment 2: MD 500MD-TOW Full Combat Mission Simulator (CMS) Attachment 3: Harbin Z 9, Z-9W Combat Mission Simulator (CMS) The Government anticipates that the program requirement will be fulfilled either via a delivery order under PEO STRI's STOC II omnibus contract in accordance with FAR Part 16.505 or competitive Contract. The Government will make the award on a Best Value/Trade-off basis. The Government anticipates that the program requirement will be fulfilled by a Firm Fixed Price (FFP) delivery order or contract. Contractors desiring to be considered for this opportunity are requested to respond by the closing date below to the Contract Specialist listed below via email. Written responses to this announcement should consist of the following: (a) A submission of your firm's detailed capabilities to meet Kenya's training requirements. (b) Your firm's degree of familiarity and specific experience with implementation of training solutions to meet Kenya's training requirements. (c) A statement as to whether the firm has the resource capacity to produce and deliver the Kenya's trainers in the required time frame. (d) A statement indicating if they are a large or small business (if small, please indicate any applicable socio-economic status such as Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), HUB Zone, etc.) under NAICS 333319, if they are interested in participating as the prime Contractor or as a Subcontractor, and if they are planning to team with other companies for this contract. (e) An itemized Rough Order of Magnitude cost for the Kenya's training requirements and options (No GFE cockpits are available for the option C-27A/G222 and Mi-17 FTDs): (f) Identification of requirements that are major cost drivers that may reduce cost if modified or eliminated. (g) It is requested that written responses be submitted in a Microsoft Word document, limited to 30 pages. (h) Responses shall provide estimated delivery time for each device. The closing date for this RFI is 20 April 2012. This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products.
