- Statement of Work (SOW) Justification and Appoval (J&A) - Jobscan license upgrade, and maintenance The Defense Human Resources Activity (DHRA) intends to award a sole source contract to ASG Federal, Inc., at 2552 Dulles View Drive, Suite 200, Herndon, VA. 20171-5219, for ASG Job Scan Software licenses upgrade and maintenance support. Defense Manpower Data Center (DMDC) requires maintenance, and license upgrades for Job Scan Software. Job Scan is a Job Control Language (JCL) validation and standards enforcement product that provides adherence to syntax rules on DMDC's IBM 2098-N03 Mainframe Group 110 Stand Alone CPU located at the Naval Postgraduate School. This contract will be awarded in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements stated in the attached Statement of Work (SOW) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirements. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirements. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under simplified acquisition procedures in accordance with FAR Part 12 and FAR Part 13. This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-51 Effective 1 April 2011 and DPN 20110331. Please see the attached SOW for a description of the requirements. Response Date: no later than 1:00 EST on 20 April 2012.
