Synopsis: The Seattle VA Medical Center (SVAMC) intends to negotiate on a sole source basis FAR 13.106-1(a)(2)(b)(2) with Prime one/Prime Direct Inc., DBA Direct TV Commercial, 7450 River RD #3, Oakdale, CA 95361-9752 as the only responsible source that can provide the immediate Direct TV upgrade without disruption. NAICS 423620, with a Size Standard of 100 employees for reporting actions purposes. There are no set-aside restrictions for this requirement. The following will be procured for the Seattle VA Medical Center (SVAMC) Statement of Work for the Seattle VAPSHCS Recurring monthly service for Entertainment based television service. The request is for the Recurring procurement of Direct TV Service to provide Local and Selected National Broadcast channels similar to those listed in section 1. The signal must provide the channels into the campus existing CATV system and allow Signal distribution to selected locations without pro-idiom television sets until all floors are converted to Pro-idiom capable units. No set top boxes or convertors will be required for inpatient Televisions other than built in Pro-Idiom tuners at any time during this contract. 1.The VA OWNED Head-end equipment will convert the channels to a predetermined RF level designated by the VAPSHCS. 2.The VA OWNED Head-end equipment will combine all signals into one coax that can be distributed throughout the Seattle VAPSHCS Campus.. 3.The VA OWNED Head-end equipment will have the ability to re-modulate & add 4 VAPSHCS RF signals as described in Section 2. 4.The VA OWNED Head-end equipment is housed in two cabinets and will have UPS's capable of holding all convertors, modulators, and rack powered equipment for 5 minutes. 5.The rack will require a Pro-Idiom capable Display Monitor for channel testing and adjustments. Campus Infrastructure. The VAPSHCS Seattle Campus television distribution system currently has six buildings that are connected to it through an array of 3/8" and ½ " coax lines that are ran through signal closets and drop ceiling spaces. This system will provide service to the existing amplifiers, taps and splitters that are part of the current analog CATV system. The Current Seattle VAPSHCS campus and outlying Buildings have 250 existing CATV drops that provide service to Patient beds, Common areas, Break rooms and training rooms. Infrastructure requirements. This service will provide all signal transmissions required to provide the channels listed in section 1 and combine them with Section 2 listed below to the VA Owned Head-end equipment. Performance Verification. Upon completion of this project all buildings should have an input level of no less than 26 db measured on UHF ranges 1 through 44. If in the Event that signal levels are not capable of the 26 db level with the equipment installed with this procurement, the contractor must identify a plan of action on how to resolve the low signal levels. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
