- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The Bureau of Prisons has a potential requirement for a Vocational Bookbinding Instructor for the Advanced Education Program to be provided for the inmates incarcerated at the Metropolitan Detention Center (MDC) Guaynabo, Puerto Rico. The contractor will develop lesson objectives and plans, course outlines and prepare a viable curriculum leading to certification in the bookbinding field. The program will be an accredited Occupational Technical program with a certificate issued by a vocational-technical school, college or university which will be facilitated by an instructor that possesses the knowledge, skills and abilities to instruct inmates in bookbinding. The course must meet the minimum criteria as stipulated for Commonwealth of Puerto Rico certification. The instructor must be accredited or affiliated with a regional or local accredited institution. All contractor staff must be certified in the general field of post-secondary education with certification in their area of expertise. The contractor must be bilingual and have extensive knowledge in reconstruction or refurbishment of books. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
