- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source indefinite delivery indefinite quantity (IDIQ) requirements type contract to Teledyne RD Instruments, 14020 Stowe Drive, Poway, CA 92064-6846 for repair of SDV MK8 MOD1 Doppler Velocity Logs (DVL). The contract will have provisions for firm fixed price delivery orders with a period of performance of five years. The purchase is not suitable for full and open competition for the following reasons. All of the navigation system DVLs used on the SDV Mk 8 Mod 1 program to date have been purchased from Teledyne RD Systems Inc. These DVLs contain proprietary engineering technology. The DVLs are identified on Naval Sea Systems Command (NAVSEA) approved Source Control Drawing 53711-7110328D that identifies Teledyne RD Systems Inc as the single source, which preclude substitution of items without comprehensive qualification testing. As the original equipment manufacturer (OEM), Teledyne RD Systems Inc is the only source with sufficient in-depth knowledge of the DVL design and configuration that could accomplish repairs. In summary, there are no other possible sources that can satisfy this requirement. The NAICS code is 811219. The Small Business size standard is $19M. Delivery will be to the Naval Support Activity Panama City (NSA PC), Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. This notice of intent is not a request for competitive proposals. A determinate by the Government not to compete this proposed contract base upon responses to this notice is solely with in the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. The NAICS code is 811219 and the FSC is 6105.
