Description
N00019-11-G-0001 J&A for FBO The Naval Air Systems Command (NAVAIR) intends to award a cost plus fixed fee order under Basic Ordering Agreement N00019-11-G-0001, with The Boeing Company of St. Louis, MO, for the procurement of Production Transition Planning (PTP) support for the F/A-18 E/F and E/A-18G programs. The Contractor shall provide requirements planning and analysis necessary to identify PTP requirements development. The Contractor's tasks may include, but are not be limited to, the following: Review and analyze existing ILS and engineering requirements and provide recommendations for Production Transition (PT) updates; Attend working group meetings; Develop a tiered schedule for PTP; Update of the Electronic Tooling Information Management System (ETIMS); Define the most efficient strategy for the disposition of production line tooling; Define the level of OEM data rights; Review and prioritize the OEM repair list for future depot repair transition; and advise on supplier coordination for the activities listed above. It is anticipated that there will be a base period of performance of six months with an optional 6 month period of performance. This award is based on Title 10 U.S.C. 2304(c)(1), whereby the supplies or services required are available from only one source, and no other type of supplies or services will satisfy agency requirements. The Boeing Company is the sole designer, developer, manufacturer, and supplier of the F/A-18 E/F and E/A-18G aircraft and is uniquely qualified to provide the complete range of program support required by the Fleet. The Boeing Company is the only known firm that possesses the technical data, resources, and expertise necessary to fulfill the Government's requirements. See Note 22.
