Description
A.GENERAL 1.Title of Contract: 'The Joint Commission Perspectives' Newsletter Subscription and Corporate Licensure. 2.Description of Services: The contractor shall provide the webmaster for the Veterans Healthcare Administration's (VHA) webmaster for the Office of Quality and Performance Accreditation webpage (OQP) one monthly.PDF documents (The Joint Commission Resource Inc. 'Perspectives') to post to its VHA firewalled webpage. The webmaster for Office of Quality and Performance (OQP) Accreditation Webpage will post the.PDF newsletter for VHA employee viewing and/or printing on the intranet as part of VA's continuous Joint Commission survey readiness program. Contractor shall provide access to archived newsletters dating back to January 2000. 3. Background: 'The Joint Commission Perspectives' is one of the official newsletters of The Joint Commission accreditation process. The Joint Commission Perspectives provides the what, when, and how to help organizations stay up-to-date on The Joint Commission initiatives and maintain continuous standards compliance. Perspectives is the only official source of credible, timely, and complete information about Joint Commission standards changes, the new accreditation process, sentinel events, and much more. Perspectives is The Joint Commission's official newsletter. The monthly newsletter updates healthcare facilities on the Joint Commission standards, the survey process, and policies. The newsletter features and highlights new or revised Joint Commission requirements, including standards changes, directly affecting the VHA's critical accreditation efforts. Objectives: 4.1 EES requires contractor to provide rights to post "The Joint Commission Inc" monthly.PDF newsletter ('Perspectives'). This newsletter will be posted to the VHA's internal 'Office of Quality and Performance (OQP) Accreditation' webpage for general use access. 4.2 Contractor shall provide the Office of Quality and Performance Accreditation Webmaster and the EES Project Manager with an email containing the required.PDF formatted newsletter as soon as they are available each month, but no later than the seven calendar days after it has Contractor has finalized the.PDF newsletters. 5. Period of Performance: The period of performance shall be for one year from date of contract award with four additional one year option periods. 6. Place of Performance: N/A 7. Government Recognized Holidays. The following Holidays are observed: New Years DayLabor Day Martin Luther King DayColumbus Day Presidents' DayVeterans' Day Memorial DayThanksgiving Day Independence DayChristmas Day 8. Type of Contract: The Government anticipates award of a Firm Fixed-Price contract. B.CONTRACT AWARD MEETING: N/A C. GENERAL REQUIREMENTS: N/A D. FORMAL ACCEPTANCE OR REJECTION OF DELIVERABLES: The Government will review within three days each deliverable and provide feedback/comments. The contractor shall have three business days to incorporate feedback/comments and make appropriate revisions. The contractor shall provide the revised version of each deliverable within two days to the Contracting Officer's Technical Representative (COTR). The COTR will review and determine final acceptance by the Government. The COTR will notify the contractor of final acceptance within five business days. E. CHANGES TO THE PWS Any changes to this PWS shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. F. CONTRACTOR REPORTING REQUIREMENTS: N/A G. TRAVEL: Travel is NOT anticipated for the performance of this contract. H. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the contract. 2. The Contracting Officer will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the contractor. Any request for information relating to this contract, presented to the contractor, shall be submitted to the Contracting Officer for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer. Information Security: Contractor will not have access to VHA personnel sensitive information nor will contract have access to any VHA information technology systems.
