Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a Request for Qualifications. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The General Services Administration ("GSA") Northeast and Caribbean Region is conducting a market survey and is seeking sources for General Contractor services. The requirements for this opportunity include the restoration for the backfill space at the Daniel Patrick Moynihan Federal Courthouse, New York, New York. The project will involve the restoration of a backfill space of approximately 95,000 SF at the Daniel Patrick Moynihan United States Courthouse. The backfill space will be restored to office space and three new additional Judges Chambers. This project is anticipated to begin 2013. The current estimated construction cost range is $10,000,000 to $15,000,000. The estimated project duration (construction) is 20 months (600 days) after Notice to Proceed (NTP). The North American Industry System (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $33.5 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. The services for this project will include providing all construction related services including providing labor, materials and equipment required to complete the project as per contract documents prepared by an independent Architect/Engineer firm. The project will require work to be performed outside and within an occupied Federal Courthouse building while minimizing disruptions to the operations of the existing facility. The Daniel Patrick Moynihan U.S. Courthouse houses the United States District Court for the Southern District of New York. The U.S. District Court of Southern New York is the oldest and most high profile district court in the nation. The courthouse is 27 stories tall. It is made of granite, marble, and mahogany. The 974,000 square feet federal courthouse contains 44 courtrooms and provides court support and administrative services to the United States Marshals Service and the Office of the United States Attorney for the Southern District of New York. The courthouse also features two works by notable artists. In the main lobby sits "Justice" by Ray Kaskey, while the sculpture "Sounding Stones" by Maya Lin graces the western plaza. For this effort, the Northeast and Caribbean Region is also seeking information on experienced General Contracting firms that qualify under the 8(a) Program, the HUBZone Program and/or the Service-Disabled Veteran-Owned Small Business Procurement Program. The North American Industry Classification System Code for this potential acquisition is 236220. The Small Business size standard is average annual sales and receipts for the past three years that are less than $33,500,000.00. If you are an interested General Contractor, please provide with your Written Letter of Interest a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1. Do you meet the Small business standard (average annual receipts less than $33,500,000.00 for the past three years)? Otherwise, indicate that you are a large business firm. 2. Is your firm an 8(a), Hubzone Small Business and/or Service Disabled Veteran- Owned Small Business (Please indicate the applicable representation(s))? In the past twelve (10) years, has your firm completed any projects over $10,000,000 demonstrating similar experience with either courthouse construction, office building construction, or a major building addition to an office building or other institutional building. If yes, please provide a brief description of that experience. 4. Has your firm completed or have in progress a project over $10,000,000 that is registered with the United States Green Building Council (USGBC) as having obtained or scheduled to obtain LEED certification?
