- Description
- The purpose of this notice is to comply with the synopses and presolicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested vendors, especially small business, are encouraged to register themselves as an interested vendor. Subject to the availability of funds, the United States Agency for International Development Mission to the Philippines (USAID/Philippines) intends to issue a request for proposals (RFP) in order to select a contractor to implement the Enhancing Governance, Accountability and Engagement (ENGAGE) Project, a five-year project designed to contribute to improving peace and stability through the promotion of good governance in six targeted conflict-affected areas of Mindanao by addressing challenges that permit continued social and economic instabilities and marginalization. The project seeks to promote community empowerment as a foundation for inclusive local governance in the six areas. The contractor will have ultimate responsibility for managing the contract, for achieving the performance results in the activity areas, and for determining the appropriate staffing pattern in support of its technical approach. The contractor must assemble a team with the required knowledge and experience in the components mentioned below. The core team should be composed of long-term international and Philippine professionals with expertise and experience in addressing local governance issues, particularly issues related to strengthening local governments, supporting civil society, and implementing civic education in a variety of settings. The core long-term team can be supplemented by local and/or international short-term consultants to provide various types of technical assistance. Experience in strengthening governance and civil society in conflict and/or post-conflict environments is a plus. The ENGAGE project will consist of two main interrelated tasks: 1. Strengthening the capacity, legitimacy, and transparency and accountability of local governments; and 2. Increasing the involvement of youth and adults in governance processes through civic education, civil society strengthening and the promotion of mechanisms for participation.
