- MODIFICATION TO EXTEND THE POSTING DATE TO APRIL 19TH, 2012 AND ON APRIL 12TH ADD TO POSTING VERBAGE BELOW. ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Sontek/YSI Incorporated, of Olympia., WA for two 250KHz acoustic Doppler profilers and accessories. ***The sole source determination is based on the Center for Operational Products and Services (CO-OPS) needs to collect, analyze and distribute historical and real-time observations and predictions of water levels, coastal currents, and other metrological and oceanographic data. This purchase is for stationary mounted side looking Acoustic Doppler Current Profilers (ADCPs) which provides information about currents critical for marine transportation within Humboldt Bay. They are being put in the area to improve the safety of marine transportation. Other products lack the particular features, do not meet, or cannot be modified to meet, the agency's needs. This equipment is already in use in the field by CO-OPs personnel and contractors with training to calibrate and repair the systems. SonTek/YSI is the sole manufacturer and only authorized supplier of this instrumentation. To introduce another system would require training of field personnel and contractors plus the added expense of purchasing additional parts to repair the systems at a cost to the Government. Therefore it is in the best interest of the Government to purchase the current equipment in use. Other specifications for this project are specifically. • Unit must be 250 KHz with compass, tilt, temperature and 30 meter pressure sensor • Unit must have two transducer heads • Unit must have a max range of at least 180m • Unit should have an RS232/422 switchable data output with a baud rate of 1200 to 19200 • Unit must have no internal battery • Unit must have a 7.5 inch diameter base • Unit must be 9.35 inches from bottom to the underside of the transducer head • Unit must be fully tested and approved for CO-OPS use ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the needed services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 4 days after publication of this posting. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
