Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) plans to procure on a sole source basis analysis of samples using Agilent mRNA and miRNA microarray from GenUs Biosystems, 1807 Janke Drive, Unit M, Northbrook, IL 60062 This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541380 and the business size standard is $12.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be from award through one (1) month. It has been determined there are no opportunities to acquire green products or services for this procurement. CCR / ROB has had a long-standing interest in radiation modifiers, particularly on aspects of the stress response. Over the last 4 years, ROB has developed two themes that are now the focus of the program. This includes the concept of "fingerprinting" drugs using drug concentrations seen in the clinic and have demonstrated for COX-inhibitors (non-specific NSIADS, COX-2 specific and RNAi) there are substantial differences in gene expression among the high concentrations often used for mechanistic studies in the laboratory, the clinically achievable concentrations and RNA interference. Such discordance may account for some of the lack of translation of results from the lab to the clinic. The major emphasis builds on the concept of radiation as "focused biology" such that a radiation dose and schedule can be selected to induce a phenotypic change in the cancer cell such that the cancer is now susceptible to molecular targeted therapy. Initial work was already finished in PC3, DU145 and LNCaP cells using mRNA and miRNA microarray analysis by GenUs Biosystems. The second part of the project is to do the microarray analysis with an in vivo model using TSA mouse breast carcinoma cells grown in syngenic mouse model. This particular project will enable the NCI to find radiation induced gene expression changes in tumors. GenUs is a company that provides full service gene expression analysis using the Agilent Bioarray technology. The company provides amplification of the RNA provided by the NCI laboratory, probe synthesis, hybridization to Agilent microarrys, scanning of the microarrays, and data analysis. This service offers several distinct advantages over other available services. GenUs is the only lab that the NCI is aware of that provides high performance microarray metrics for sensitivity, dynamic range, and reproducibility with extremely small amounts of starting material. In addition, the company is the only one to offer comprehensive data analysis, which is included in their price. The analysis is conducted using GeneSpring software, which is one of the leading microarray data analysis packages available today. They provide unlimited data consulting time for the data analysis, in whichever combination NCI requests, even after 3 months. This includes customized analysis and explanation of genomic data, data mining, integrated analysis of sequence and expression data, and cross-reference of public genomic databases. In order to be able to expand and complete the ongoing research using established treatments, the microarray analysis must be compatible with previous experiments. Changing variables at this time will be detrimental to current gene expression analysis being performed in the NCI laboratory. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on April 26, 2012.
