Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Biophysical Spectroscopy Section of the Radiation Biology Branch (RBB) plans to procure on a sole source basis custom image data acquisition and reconstruction algorithms for Electron Paramagnetic Resonance Imaging (EPRI) from GenEpria Consulting, Inc., 6011 University Blvd, Suite 120, Ellicott City, MD 21048. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541990 and the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be from award through twelve (12) months with two (2) twelve (12) month option periods. It has been determined there are no opportunities to acquire green products or services for this procurement. The Biophysical Spectroscopy Section of the Radiation Biology Branch (RBB), CCR, NCI has been developing in vivo Time-domain EPR imaging methods using narrow-line non-toxic spin probes based on the trityls (triarylmethyl radical). These are one of a kind methods being exclusively developed by NCI for small animal imaging to generate three dimensional oxygen maps to understand and monitor radiological and chemotherapeutic treatment of tumor models. Currently a new and improved pulsed oximetric EPR imaging strategy based on Single Point (SPI) and Spin-Echo (SE) strategy that delivers high resolution spin and quantitative oximetric images. As a newly emerging diagnostic and functional imaging tool for small animals, there are no commercial software packages available in the field of EPR imaging. The contractor shall provide the following: 1) Two algorithms for performing co-registration of SE based SPI-EPRI and MRI images with quantitative details of intrinsic resolution. 2) Two algorithms for co-registration of slice-selected EPR images with respect to corresponding slices from MRI and deriving resolution and quantitative oximetric information. 3) Metabolomic and gene microarray data analysis and statistical support. 4) Algorithms for developing a GUI that will handle partial k-space data in the SE based SPI mode along with MRI co-registration and analysis of resolution and generating quantitative oximetric images. 5) Two algorithms for new 1Tesla MR spectrometer data processing to perform co-registration with SE based SPI-EPRI spin and oximetric maps. Using fiducials, the algorithms will choose the correct number and location of EPRI slices to best match with a given MRI slice image and orientation and generate oxygen images with intrinsic resolution. 6) Development of an algorithm for correcting/reducing artifacts in echo-planar spectroscopic imaging MRSI caused by eddy currents and susceptibility-related background field. 7) Development of blood vessel density determination algorithm using USPIO at 1Tesla MRI. GenEpria Consulting is the only known source for obtaining algorithms for image data acquisition and Image reconstruction of EPRI data. The staff of GENPRIA has more than 30 years of experience as a MR spectroscopist and also has more than 15 years of experience in developing algorithms for spectroscopic imaging using EPRI. Since EPRI is practiced in very few laboratories, this expertise is not available commercially. GenEpria understands the computational intricacies of image formation and reconstruction used in EPRI and is the only known source for obtaining algorithms for image data acquisition and reconstruction algorithms for EPRI. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on April 26, 2012. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
