Description
*SITE VISIT INFORMATION HAS BEEN AMENDED TO READ: 19 APR 2012 at the Delaware Air National Guard Base, Building 2702 New Castle, Delaware 19720 at 1000 HRS (EST). This project is to provide all plant, labor, transportation, materials, equipment, and supervision necessary to upgrade and renovate approximately 200sf of existing space for use as a functional POL Laboratory at the Delaware Air National Guard Base, New Castle, DE. PURSUANT TO FAR 19.804-2; ELIGIBILITY FOR THIS SOLICITATION IS LIMITED TO 8(a) FIRMS IN THE SMALL BUSINESS ADMINISTRATION's REGION III (Delaware, Maryland, Pennsylvania, Virginia, Washington D.C., and West Virginia) FOR CONSTRUCTION FIRMS WITH A BONA FIDE PLACE OF BUSINESS WITHIN THE GEOGRAPHICAL COMPETITIVE AREA AND THE ASSIGNED NAICS. Project JLWS122050 is for design build services for work including but not limited to electrical, plumbing, demolition, HVAC, exhaust, and cabinetry. The selected contractor will design and submit a proposal with a detailed Statement of Work that provides for execution of all work under this contract and shall be accomplished in a manner that satisfies all requirements of the government statement of objectives, contract drawings, and specifications. Proposals submitted will be required to remain valid for a period of 90 days. This acquisition is for minor construction accomplished in accordance with FAR Parts 13, 19, and 36. The magnitude of this project is between $25,000.00 and $100,000.00 and a single firm fixed price contract is contemplated. The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-56, Effective 02 APR 2012; DFARS DPN 20120330, effective 30 MAR 2012; and AFARS Revision #025 current thru 01 APR 2010. This solicitation will be issued under The North American Industrial Classification Code (NAICS Code) 236210 with a size standard of $33.5M average annual revenue for the previous three years. Price Proposals are due by (12:00 hrs. EST) on 30 APR 2012. The anticipated construction performance period is 60 calendar days after acknowledgement of Notice to Proceed (NTP). Payment and Performance Bonds are not required for this project. Funding is available for this acquisition and a firm fixed price contract will be awarded on a Low Price Technically Acceptable basis as specified in the solicitation. Evaluation factors include a technical review of proposals and Price with each factor being of equal importance. The Government intends to award without discussions. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and any/all amendments will be posted and available for viewing and downloading at www.fedbizops.gov website and this will be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons. The Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. A pre-proposal visit of the work site is tentatively scheduled for 19 APR 2012 at the Delaware Air National Guard Base, Building 2702 New Castle, Delaware 19720-1615 at 1000 hrs (EST).
